Noel Bernal came to Brownsville in December 2018 and now, with his selection as one of two finalists for Adams County, Colorado, manager, has apparently been eyeing greener pastures in the Rockies for some time now.
He will need a new wardrobe stipend from Adams County , of course, because it tends to get a bit cold in the Rockies. And while he's at it, he might – if he gets the job– take his overpaid underachiever cadre of assistant city managers who together pull in close to $1 million a year in salaries.
Still, the the Texas City Management Association named him Administrator of the Year in recognition of his "significant contributions" to local government management over the past 18 months. However, he and his former Information and Marketing Director – who already flew the coop – were good sloganeers with their "Total Alignment" mantra that they credit with making the city prosper and bloom. Huh? Where?
Add in the close to $1 million in consultants who actually do the job they're supposed to do and we could realize a real savings from their departure. We wish him the best of luck and that he gets the job.

Administrator of the year, what a joke. Recently, Bernal was interviewed by a local TV channel regarding the installation of new parking meters downtown. What Bernal failed to mention wad the fact the he and his entire staff including the HR director park their personal cars on metered parking spots daily taking away revenue from city coffers. All of these abusers have a "permit " displayed on their dashboard exempting them from paying their fair share. Great example of "Total Alignment" which is nothing but Total bullshit.

That's why Bernal has defunded the Police Department cutting pay, benefits and personnel.. Bernal who has been running the police department since he hired a unqualified and incompetent Chief of Police Felix Sauceda. BERNAL has more assistant managers than he has PATROL OFFICERS OUT ON THE STREETS AT ONE TIME and has ordered Chief Sauceda not hire overtime,ordered Sauceda to purchase very used and worthless out dated 2008 Ford Crown Victorias police cars from a city he (Bernal) use to work at....
Police Officers are leaving in unheard of numbers along with Both of his Commander's have fled the Department in horror,knowing that the Department is sinking fast.

I don't know about what raises you're talking about, but the regular wokers (non-civil) don't make shit to even make an decent living. Consultants were hired again to see if they should get a cost of living increase. The commissioners should look into that. City employees are leaving in droves.

As you know Bernal has ambitious plans NOT for the City of Brownsville but for himself of Course. With the knowledge that Brownsville is a little City and in order to advance you must have supervised at least 5 Assistant Managers to even get your foot in the door!
