That was expected as the Brownsville city manager Bernal hired an HR director with no HR experience at all so it comes as no surprise. Hope that the city Commission would take the time to look into as to why this person was hired without the proper skills, experience or education.

Back in 1982, my mother had a wreck in this town. She was driving up a street in a 69 Ford and there was a chain across the road. One of the poles was ripped from the ground and an irate Mexican man came out and said he owned the street. My mother challenged him that in the US, no one owns public roads, even if you bring a chain across it and he is responsible for the vehicular damages. He ran off to "call the police" and we never saw him again.

Unions are just a bunch of thugs and have hinder Progress in Northern states and especially in California. The people in unions are lazy and many are trouble makers. Look at the fire department and police force in Brownsville. Cannot be fire or Discipline. Union people are always complaining about been over work. Look at the teachers in our school always crying for more money every year. These teachers barely make enough to live on 45 thousands starting pay. Unions are always going on strike for anything. If union people want to go on strike, these people can be replaced.

This is the kind of human resources department that will do stuff that will get them sued. Plus, if as a new employee, I read that kind of anti-union silliness I would wonder what they were so worried about and start thinking maybe I was going to need the protection a union would provide.

The COB HR department is in complete disarray because they all lack basic knowledge of labor/employment laws and collective bargaining. If the current HR director has zero HR experience, what would you expect from other staff members? Time for the city commission to really look into this issue before it gets worse. Most wonder city employees are leaving in droves not only for better job opportunities but to work with people who are truly knowledgeable on labor laws.

Let’s not forget the Public Works director who makes over 100,000 a year and sets in his office all day and plays on his phone. Mr. G has managed to fire or run off both assist directors (Mr. Trevino, and Mr. Navarro) superintendent (Mr. Morales), street supervisors (Mr. Hernandez and Mr. Ramirez) Stormwater Manager (Ms. Vasquez) City Forester (Mr. Reyes) and a lot of staff. He has not done his job of getting everything ready for a hurricane. He did the same thing in Port Arthur which resulted in the city having major flooding and a huge fine from the state during a 2018 investigation. The staff are on their own with no leader from him. The assistant director has no authority and Former Eng director Carlos has no idea what’s he’s doing and can’t or won’t make a decision. Most Supervisors are worthless and uneducated and only there to collect a paycheck. Forget Total alignment in that department. He Has been allowed the treat them like shit and no one will help them. Staff just don’t care anymore, since HR won’t even investigate complaints against him that are even Federal violation. It sucks to work at EPW right now. Execelente is the only word this man understands.

the HR manager is a she, and i believe that bernal and his posse of city managers oversee the hr manager. What the commission should see about is giving the city non-union employees a raise. They can't even make a decent living. They have outsourced to a firm in austin to see if the employees should get a cost of living increase. What is there to analyze?? If you look at the job openings, the wages are ridiculous and long time city employees are seeking jobs elsewhere. It's sad how they're willing to give the city manager a $20,000 raise, but not give the regular employees a fair living wage!!!

Back in the 70's mayor edelstein hired all deparment heads were all were gringos and most owned businesses in this town, the meskins were the labor force and still is. very few or none at all department directors were meskins. DISCRIMINATION IS ILLEGAL and we have a meskin mayor that acts like a gringos but esta mas prieto que el color cafe...

The most important question on the application form for city manager is: Are you meskin, do you feel white or do you wanna be white? One no and two yes will get you hired...... fact
