FIRST FRIDAY! You need to start to go there on last thursday of the previous month, to get there on time. Traffic light takes time to change, than there is the traffic, several miles long and depends where you live, if by the airless port, you might make it on time. Remember Boca Chica and International corner lights there are always red and flooding well if it rains, you might need a canoe, inflatable raft or just a plane piece of lumber. Now bike trails thats a different story, but there are no bike trail mapes, so good luck.
