$250K BOND SET FOR GALLEGOS SR., 100K FOR I.E.S. CFO

U.S. Magistrate Judge Ronald G. Morgan  set a $250,000 bond on Ruben Gallegos Sr., the president of International Education Services, and $100,000 on Juan Jose Gonzalez, the IES finance director (CFO), after their indictments were unsealed charging them with conspiracy and theft of federal funds through grants to house and teach unaccompanied migrant children.

According to the  Appellate Division of the Department of Health and Human Services Departmental Appeals Board, the total amount of IES expenditures of federal funds to house migrant children "disallowed" amounted to $17,673,785.40.  (DAB 3055, Docket Nos. A-18-46 and A-18-47 from Dec 30, 2021.)

The conspiracy and theft charges are the same charges Ruben Gallegos Jr., Gallego Sr.'s son and CEO of IES, was indicted on. Gallegos Jr. was hospitalized Wednesday – the same day he was supposed to make his appearance before Morgan – after reportedly suffering a cardiac event.

The Brownsville Herald reported that the indictments against Gallegos Sr. and Gonzalez were handed down Aug. 30 and unsealed Thursday. Both men paid their deposits on their bonds and were released from federal custody. The conditions of their bonds include home confinement. 

Gallegos Sr. will be allowed to visit doctors, lawyers and religious and allowed to travel to San Antonio to confer with his attorneys. And although his son Gallegos Jr. is also named in an indictment, Morgan also allowed them to speak to each other. Morgan allowed Gonzalez to travel to Houston.

Gallegos Sr. was required to post $50,000 cash and Gonzalez $5,000 before their release. 

Gonzalez is represented by local attorney Reynaldo "Trey" Garza. Gallegos Jr. is represented by Benigno "Trey" Martinez.

Their detention and arraignment hearings are scheduled for Sept. 14 before Morgan.

Gonzalez is married to a sister of Gallegos Sr., making him his brother-in-law and uncle (political) to Gallegos Jr.

The indictment charges both Gallegos and Gonzalez paid themselves salaries way over the $183,000 cap limit. Gallegos Jr. set his 2017 salary at $435,416.88, Gallegos Sr. was paid $506, 0032.22 and Gonzalez $377,060.96. .

The IES contracted with the Unaccompanied Alien Children Program to provide temporary shelter care and other services and received millions of dollars in the form of federal grants  for each fiscal year from 2014 through 2018.

But in later tax filings, both Gallegos paid themselves more than $650,000 and Gonzalez over $550,000. Those numbers were not included in the indictments.

The judge order HOME CONFINEMENT) to these alleged criminals, yet they are allowed to travel to Houston, San Antonio to confer with their attorneys, religious, (yet theses criminal broke every one of God's ten commandments), allowed to speak to each other, (all three criminals are related and involved in the same crime), Nepotism. This is why if you as an educator decided to break the law on Nepotism, you should not be allowed to speak to each other no matter what. These alleged criminals should not be shown more favoritism than any other indicted criminal. Keep in mind that there are juveniles in detention centers who were not allowed to seek medical care. However, these alleged criminals with these high positioned titles should be held accountable for all the corrupt dealings they themselves made these choices.
