MARTINEZ, BRUCIAK SAFE WITH MARTINEZ-STACKED PUB BOARD

We published this post July 20, 2019, about the new board members appointed to the Brownsville Public Utility Board and wondered whether these appointees were put on the utility board to protect PUB CEO John Bruciak, former Mayor Tony Martinez's and commissioner Nurith Galonsky's interests. With the release of the forensic audit into the $500 million gas-fired electricity generating plant that was never built, Bruciak and Martinez have been shown to have deliberately lied to the PUB board and the City commission on the need for a plant and for the 42 percent increase in electric and water rates paid by the long-suffering PUB ratepayers. But Bruciak and Martinez have nothing to fear with these puppets on the PUB board. We republish the three-year-old post to say "we told you so.")

Former Brownsville mayor Tony Martinez went down to inglorious defeat in the May 4 election  limping into last place among three candidates.

Related imageMartinez drew a paltry 2,893 compared to Charlie Cabler, the second place finisher and eventual runoff winner Trey Mendez. Mendez garnered 4,329 in the May 4 election and eventually beat Cabler in the runoff.

Just before the election, in the June 18 meeting agenda, there was an item regarding the appointments to replace board members in 11 boards and commissions - including the all-important Brownsville Public Utility Board. The commission, that included lame-duck Martinez and District 1 commissioner Rick Longoria, voted to table the item pending the June 22 runoff for their positions and after the eventual swearing-in of their successors in the July 2 meeting.

At the time, there were eight applicants to the board of the PUB. And the rules for the appointment of board and commission members reads (click to enlarge.):
Interestingly, none of the three individuals eventually appointed to the board (Sandra Saenz, Sandra Lopez-Langley and Jude Benavides) had applications to be PUB members. Langley filed her application on June 30, a Sunday, and two days before the July 2 commission meeting.

Saenz filed hers on June 26, a Wednesday, seven days before. Benavides also filed it electronically June 30.

But - as in most Brownsville ordinances and codes of ethics, there are "exceptions." The loophole here was two paragraphs below where the 15-day requirements for appointments was discarded by giving commissioners the "discretion" to name someone who was not on the applicants list for that board or commission. In other words, the hell with the 15-day requirement. The platforms of transparency and accountability of the candidates turned out to be fodder for the masses.

In the July 2 commission meeting where new mayor Trey Mendez, and commissioners Nurith Galonsky and John Cowen were sworn in,  commissioner Rose Gowen nominated Langley, a former member of the board of the Brownsville Economic Development Council and past chair of the Greater Brownsville Incentives Corporation even though she only has a high school diploma.

Lets's not forget that it was under her watch that Jason Hilts, the former CEO of  BEDC and company depleted millions of the GBIC economic development contract money junketing around the world at the public's expense. Martinez himself was one of the frequent flyers jetting to Turkey, Italy and all over Central and South America. Commissioner Ben Neece seconded Gowen's motion and it passed unanimously.

Galonsky nominated Sandra Saenz, one of the partners's in Spanky's Burgers with her husband Ronnie, a former Cameron County Sheriff's deputy. (In the photo at right, she and hubby Ronnie posed in support of Martinez's foiled bid for re-election. Ronnie Saenz is now running for Cameron County Sheriff.)

Saenz has a B.A. in Business Administration. She also happens to be Martinez's law firm secretary and has had a close relationship with the mayor and his businesses for decades. At one time Saenz was hired at the city manager's office, but assigned as Martinez's personal secretary when he was mayor.

The third PUB board member nominated was Jude Benavides, a Ph.D. in Environmental Science and Engineering. His nomination passed unanimously with Galonsky making the motion and commissioner Jessica Tetreau seconding it.

Tim Lopes, the fourth appointee to the PUB, also filed Sunday, June 30.

But it's the two Sandras (Saenz and Langley) and their close association with Martinez that has raised the suspicion that Martinez had struck a deal with some commission members 
before leaving office.

Langley, if you will recall, as a BEDC member, traveled on the public dime to Bogota, Colombia and accompanied Martinez to scout for business clients with Jason Hilts, the former CEO of the BEDC. She is pictured here on the bicycles which eventually generated the establishment of the "Cyclobia" farce in Brownsville.

And Saenz, in her long association with Martinez and her employment as his law-firm secretary, will no doubt continue his failed policies on utility rate hikes and the Tenaska fiasco that has raised utility rates artificially with no construction of the plant in sight.

 Now that he has these close associates inside, will he be privy to the inner workings and deals at the PUB, including the lucrative real-estate inside information that will be discussed before his two proxies? 

Has Martinez, whose candidacy and policies were soundly rejected by the electorate and shown his  way out the door, - by the appointment of these two fellow travelers - snatched victory from the jaws of ignominious defeat?

And the new guys? This was not an auspicious start in public service. Hold on for the ride.

For various reasons, many places have changed the name of the holiday. Berkeley, California, replaced Columbus Day with Indigenous Peoples Day in 1992 to honor the original inhabitants of the islands where Columbus landed. Other countries also celebrate Columbus with different holidays; for example, in the Bahamas, it is called Discovery Day, and as Día de la Hispanidad and Fiesta Nacional in Spain.

lOS pendejetes here will honor columbus this idiota with a stature at the main plaza downtown. As you can see OUR elected officials are always up with the times. They also agree with the release of Dahmer saying "pobresito"...

WOW we need to re-elect all of them again and again and for them to raise taxes (property, sales, fines, hotel and the new one breathing air tax), on all electric bills, all fines up 50%, more time in jail, and make more laws.

No, Juan! But, since you have now implicated me, I'll just say, unequivocally, that I did not make any deals with anyone regarding Tenaska, or anything else.

I will, also, note, that my swearing in was delayed until after the last vote regarding Tenaska was brought to the Commission in May of 2017. The votes were canvassed in May, but I wasn't sworn in until the following meeting, in June. So, your theory is flawed on that one.

As for the rest, you seem to be on track. I did my best to bring accountability to PUB, and lost my re-election, in part, because of those efforts.

The audit reveals the most corrupt actions I have ever seen in my 36 years as a public servant to the citizens of Brownsville. These actions should be punished, both administratively and criminally, if applicable. If not there will be no deterrence against future misdeeds.

Anyone who is appalled by this malfeasance should show their outrage and call the FBI to register their complaints. 956-546-6922.

Bruciak should be terminated and denied all of his benefits for his malfeasance and outright misrepresentations to the PUB Board and COB Commission.

The people responsible for taking further action, who are conflicted out, due to their associations with Mayors Martinez and Mendez, the engineering firms, including, Ambiotec, and the legal firms representing the PUB should be prohibited from participating in further actions regarding this matter.

The PUB Board and COB Commission need to put their "big girl panties" on and do what's right for the citizens of Brownsville. It's not easy to "do the right thing" in this town. Believe me, I know. The inter-meshing of relationships here is astounding and this "Tenaska Disasta" is a perfect example.

It seems obvious from the audit that efforts were made to continue the purchase of the Right-of-ways, so, please, let's see who the property owners were that the ROWs were acquired from.

The "Tenaska Disasta" cannot go unresolved. A strong punishment should be meted out to those who are culpable for this outrage. The Power Plant to No-where makes the Bridge to No-where look like papitas.

Luis Saenz should appoint a special prosecutor to investigate all who benefited from the misrepresentations exposed by the audit. Look at the time-line. It didn't end with Tony Martinez' defeat in his bid for re-election.

A class action suit, on behalf of the Rate Payers of the City of Brownsville, should, also, be instituted, as a back up against inaction by the PUB and COB.

We'll see how this plays out.

QEUSTION on this GREED and incompetence I ask what was the human toll on the elderly,poor people and businesses of Brownsville for the past 10years. Did elderly go without medications did some children go without power and hot water did businesses lay off workers to pay for there utilities all these things I'm sure happenedand and it's a disgrace and EVIL.These are the underlying major issues in this community that these greedy people need to be held accountable for. ✝️

Follow the money. Where did $96 million go? The people of Brownsville own BPU and want and demand an itemized list on how the money was spent. In what was the money invested for the betterment of the people of Brownsville?

He tried to practically give city property to college …. Let’s not forget that Nurith Golonsky is a city commissioner and she use to own the casa nylon building… do you think she will move to punish those involved… don’t hold your breath.
