SOME FACES ON THE U.S. TRANSMIGRANTE INDICTMENT

Carlos Favian "El Cuate" Martinez is a high-ranking Gulf Cartel member aligned to the Matamoros faction, which has historically supported the Cárdenas faction. He had a twin brother named Victor Alonso, also nicknamed El Cuate (The Twin), who controlled the Matamoros prison until his death in 2014. Martinez is married to Marlene Cárdenas, one of the daughters of Osiel Cardenas Guillen, the former leader of the Gulf Cartel and founder of Los Zetas. In 2010, Cardenas was sentenced to serve 25 years in federal prison without parole and will forfeit to the United States $50 million in proceeds from his illegal enterprise.
José de Jesús Tapia Fernández (above) was among those indicted and arrested and is a former Institutional Revolutionary Party (PRI) deputy for Tamaulipas, as well as two individuals identified as Pedro Calvillo Hernández and Marco Antonio Medina. 
Rigoberto Brown (above) named as another of El Cuate's operators, is one of Osiel Cárdenas's nephews. Borderland Beat says that Brown reportedly lives in Monterrey and has been part of the Gulf Cartel since the late 1990s.
Roberto Garcia Villarreal (AKA) "El Betin" since 2015 was identified in Reforma December 2018 as a member of the conspiracy to extort transmigrante companies to pay into a "pool" controlled by the Gulf Cartel. A complaint filed against him back then with the Cámara Nacional de Comercio (Canaco) charged that "El Betin" based his operations at Los Indios Bridge and his firm "Transmigrantes Los Indios" is listed in the Texas Department of transportation as being located at 35489 Cantú Road, in San Benito, Texas. At the time, the complaint stated that he added a $300 fee per transmigrante who crossed over into Mexico.
