AFTER BLOWING $75,000 IN BCIC $$$$, BUILDING RED-TAGGED

(Ed.'s Note: After sinking $75,000 of a grant from the Brownsville Community Improvement Corporation, the owner of the building at the corner of E. Levee and 13th streets – really 1259 E. Levee – the building has been red-tagged by city inspectors as constituting a hazard to the public. The owners are listed as Felicia Fruia-Edge and her husband John Edge. 

 BCIC meeting minutes reflect that on December 17, 2021, the board approved a $75,000 application for 409 E. Levee St. to Felicia Fruia/Edge along with and husband John and her father Luke Fruia for exterior facade, interior capitol improvements, and vertical activation (activate second floor.) 

According to its mission statement, the BCIC "initiatives, endeavors, programs, and incentives revolve around the human capital that’s within our community and improving the community through funding quality of life projects."

According to the minutes of the BCIC board of directors for their April 27 meeting, the Levee Street project is listed as "completed" and allowed the Fruia-Edges to apply for an additional $125,000 for their building across the alley at 409 E. 13th Street, formerly the 409 Galeria, which the board granted. 

Dear reader, look at the gutted, roofless building. Does that look "completed" to you?

Previously, the BCIC pals of the Fruia-Edges had granted them $32,500 for the 409 E. 13th building as well.

At the August 29, 2019 meeting where they got the $32,500 award, Felicia Fruia-Edge was on the BCIC board, but abstained from the vote. It was approved by her fellow board members.

A city permit was issued to remove the asbestos from the Levee building, but the contractor removed all the roof beams and the roof as well. That the address (409 E. Levee St.) doesn't exist mattered little to the BCIC and its chairman Michael Limas at the time they followed the recommendation of then-BCIC CEO Josh Mejia to approve the award. Now what will happen to that roofless carcass of a building?

And should the public eat the $75,000 of their tax money? What will happen with the additional $125,000?)

This is almost the same corrupt replica that the former Brownsville Mayor Trey Mendez and his amigo Ramiro Gonzalez intended to do, only they got caught or were afraid of Luis Saenz's presence. However, if you follow the corrupt trail of shit left behind as to these ratas who have recently resigned, retired or left the county to continue the corruption in another county, you'll understand their greed. Cory Pena was set-up to follow the corrupt path that was a set-up precedent by former BCIC Executive Director Josh Mejia, while she gets a raise of $40,000, a big chunk of cheese FOR THIS RATA. The stealing of grant monies has been an ancient greedy, corrupt set-up plan created by our so-called political leaders such as Charles Stilman, Miflin Kennedy and Richard King.

Great location for a Mom and Pop fruit/herbal business similar to the one next door to the flea market. Exit from the south is Stillman Rd and take the frontage road all the way to the railroad overpass and turnaround to the third exit. To charge under RICO, at least two predicate crimes within 10 years must have been committed through the enterprise. Note that an enterprise is required. This might be a crime family, a street gang or a drug cartel. But it may also be a corporation, a political party, or a managed care company.

BCIC falls under the Managed Care Company. Don't think you are off the hook theives. Our DA Luis Saenz is building up the case already. He has the suporting documents for every little scheme you all did. You all left a Paper Trail with plenty of signed signatures. The racket started back in 2018 and was orchastred in 2019 to the present. If you look at the minutes and the agenda it shows how it was planned and then put into action. Regardless if it was Elon Mush money it was given to the City of Brownsville TX and then given to BCIC to handle the distributioni of funds under certain guidelines. Those guidelines were enforced on some and on others they were ignored. Fabian Limas told his brother to abstain and come clean when the DA Luis Saenz attended the meeting. NEVER had a District Attorney with the Chief Investigator attended a BCIC meeting. They never attended a GBIC meeting nor a BPUB meeting until the audit came out. Now BCIC in under the radar. Felicia Edge Fruia owner of Luke Fruia Motors will soon squeel to save their skin. Just look at EIS. Dr. Ruben Gallegos, his brother in law and son Ruben Gallegos Jr. thought they would get away with stealing millions of dollars. People just think they are smarter than the law. Keep trying to downplay it Felicia and Cori. Lets see how you smile on your mugshot.

This is just a thought, if tax money,from the citizens of Brownsville, is being awarded as Grants and the money is having to be returned because the people to whom it was awarded have not complied with grant regulations then that money should be reimbursed to the citizens who paid their taxes. From my point of view the "taxpayers monies" are not being used to do something constructive for our city. Our money is just being used to line the pockets of a selected few. It is like as if the people who are running the COB do not know how to allocate money for something that the city needs. Something that this money could be used for is the prevention of flooding in our city. For example arrange something where citizens can go clean an area, on a particular day, and jot down the information needed to pay them for their time. Maybe, create jobs for the youth of Brownsville.

As far as Fruia Edge people they don't know how to run a business or invest their money if they need "funds from tax payers." If the people like the Fruia Edge made a bad business decision how is that our problem? Why can't they budget their monies like the rest of us? The business practices of these people are asinine!

But our PUB check was for $138
$29 million divided by 138 would mean there are 210,000 affected PUB customers
That is more accounts than the population of Brownsville

Ive been in that back area. It has character. didn’t see any beams and such making it a hazard. But I am not an architect.

I do believe it’s a beautiful location for events and is unique and has special character.

As for attacking this dealership- that’s ridiculous…local dealers sponsorships can be seen all over town. More so than any other group.

The question is why did they participate in the scheme? They obviously had knowledge since 2018 about these free grant monies, way ahead of the true intended victims. They seem to have had prior knowledge as to this REDEVOLOPMENT PROJECT before the grant monies were allocated. How deep was your head up your ass? There are regulations that had to be met prior to applying for these grant monies, obviously these regulations didn't apply to these thieves. This looks like a premediated set-up plan that came to fruition. This is my opinion.

I totally support GBIC, CBIC, we need people like the Fruias, these are genetically superior individuals. They need your help, they need that vacation home at the Island. I also support all business in downtown Brownsville, the business owners there are superior as well. Thin, fit, great smiles and teeth, not diabetic, no hypertension, and you can tell their accents don't sound like the usual smelly uneducated paupers who grew up at Southmost or Las Prietas. Their Spanish is excellent, it has class. I like how our elite cater to the Mexican Elite. They don't even eat the same food they serve. I love being White in Brownsville, love the White people here as well. Especially White Mexicans, they remind me of Italians.
