BISD: EMPLOYEE RAISES HINGE ON TAX ELECTION OUTCOME

(Ed.'s Note: During Monday's Special Meeting of the board of the Brownsville Independent School District the members unanimously voted to let voters decide whether they want to allow the district to raise $10 million for Maintenance and Operations through taxes to award employee raises. 

They say it is a vote to decrease taxes and that, in reality – and despite a $1 billion increase in district property tax appraisals – they are asking the taxpayers to raise another $10 million to do it.

It seems like a cruel shell game to some of our readers when you double the value of your property and then say you are decreasing their taxes yet you still need an election for voters to raise their own taxes to get money for 2 percent teacher raises. The confusion was apparent during the meeting as the report by KRGV's Stephanie Rosales makes clear.)

Brownsville Independent School District School Board members voted to adopt a new tax rate Monday. Now it will be up to voters to decide if it passes

"The district is going to call for an election in November. Tax Ratification Election for Pennies so that we can utilize all that additional money to give all of our employees a raise," Brownsville ISD Superintendent Rene Gutierrez said.

If it passes, the district will be able to collect $10 million. Gutierrez says 100 percent will go straight to employee pay raises.

"We already got the school year started. We want to reward and compensate our employees," Gutierrez said.

Although the rate change is increasing how much the district can collect, it's actually almost 18 cents less than last year.

This is the district's lowest tax rate since 1992. A result of the state's new property tax bill signed last month.

Superintendent Gutierrez says taxpayers will not see an increase to their tax bill.

"Contrary to that, taxes are going down. From our calculations, if the Tax Ratification Election passes, the community will see an 18 cent decrease in their taxes," Gutierrez said.

Texas Valley Educators Association Executive Director Adina Alegria says the benefit is a raise to employee salaries.

The district made the decision to hold a Tax Ratification Election because they don't have additional funding coming in from the state on top of the district not maximizing their maintenance and operation funds.

"Essentially if we didn't do this then our employees, our members, our employees from the school district stand to receive nothing," Alegria said.

If voters say yes in November, all employees are expected to get a 2 percent pay increase. If it doesn't pass, the district will lose out on that money, and it will head back to the state.

That's because there's a cap that a local district tax revenue can collect. Now the district will be working to inform the community on the ballot item.

Teacher associations like TVEA will also be working on educating the community. The election is set for November 7.

They should get paid with the time they WORK 7 months, plus THEY GET A BONUS OF 1000 dollar. For what, working only 7 months and get paid for a whole year. Now that's bull shit if I ever heard one.....

Yes you could say teachers work seven or eight months but we work 24/7 our paycheck is divided into 12 months pretty sad but I don't believe you guys have to pay more taxes to pay the teachers more money all they have to do is cut at the main office our superintendent way over his head and is Deputy dogs or assistance

Bullshit, teachers don't work, there are some with a coffee mug walking around, the head football coach doesn't have any classes? The real bad teachers are given nonteaching assignments. The principal can't be found in campus. Teachers are always complaining about school supplies and students not learning when the teachers themselves cannot teach the subjects or subject course. Today's teachers are a joke and are not role models with tattoos on there bodies. Vote NO in November to raise the property taxes.

Well they found a way to get the teachers to vote. Plus there is no net increase on how much you will pay. You idiots were played by Abbott and his homestead exemption increase. All they are doing is raising the rate so you will pay exactly what you are paying now. They are doing it to collect the revenue lost because of Abbott's stunt. But if they do not do it then you same people will be here complaining about reduced services.

Administration should not be included in this 2 percent raise
Those Administrators are already over paid

Why do we have to pay an outside architect when we have one in house this is ridiculous. The district could save a lot of money if we get rid of the architect he's worthless same thing goes for the budget hiring a consultant to help us budget like Henri wow the school board is so corrupt

Just ask about the in depth Audit conducted by Texas State Comptroller Carole Keeton Strayhorn back in 2002. It was so shocking that the BISD board chose to ignore it as if it had not occurred.

Teachers can only wish they got paid 100k to 120k. Believe you me when I state "you have no idea how much teachers get paid."

As someone from the "Old Days" I believe that teachers should not be on their cell phones during work and they should not have tattoos. Unfortunately, our beliefs, standards, and ideas are a thing of the past.

I love all the comments however teachers don't make $100,000 you're getting it confused with the guys at the main office but the main office they go all the way up to 400,000 some give b******* just to get the $250,000 some give handjobs for $150,000 lucky superintendent getting 400,000 with French benefits from all the women and transgenders.

Also BISD is bringing in more money than the wealthiest Houston districts.
We are overtaxed already, they pay LESS in Houston's wealthiest areas for the best public schools in the state than WE DO here!!! Let that sink in. Go on and compare their property tax rates to ours, then think hard.

Why do they pay less in property taxes to fund the best schools when we pay more in property taxes and have the worst schools? Because valley administrators and corruption eat it all. Like our administrators committing suicide when they're busted making money on the side buying Mexican meat and paying politiqueras. We already tax our people enough, then they do dumb shit like blow 2 million dollars on a sports scoreboard to line their own pocket on the DL.
Pay the teachers and stop with the inflated salaries for the movidas and seat warmers and the corruption. And no, you don't get any more from taxpayers.

Again, why do we need Contracted Services to consult on District Budget when we have Cepedes as the current CFO. At his salary, he should be able to do what he was hired for even though Mary Garza does everything for him too.
Mary would have been a great CFO!
Superintendent, CFO, Deputies, along with other pencil pushers just have a title to justify their salaries.

I would agree that teachers need to get paid more than the police, fire, maintenance, tax people, city employees, county employees, sheriff and deputies jailers, not the port the port is full of mojados y mamones from the white rgc city, next to los pendejos de sanbene. The long hours from 8 to 3 is a very long time to work the need to work sayh about 3 to 4 hours every day mon to fri and a luch break of an hour and two dos 20 minute breaks, and not to pay any kind of employment taxes, none zero...

BISD must be eliminated and let the teachers run the place. No more elections, no more high salary for mamones.
