BISD TO AUDIT PURCHASING, MAINTENANCE AND FOOD AND NUTRITION

Were you an administrator or a vendor with the Brownsville Independent School District's Maintenance, Purchasing, or Food and Nutrition Service departments?

Did you sell ineffective fertilizer to the maintenance department, spoiled meat to the Food and Nutrition department, or padded the costs of your bid to get a facilities construction contract? 

If you were involved – going back to 2017 – get ready for the Requests For Proposals (RFP) and Requests for Qualifications (RFQs) that might have been submitted and accepted or rejected to come under the BISD's internal auditors' scrutiny.
The item was placed and voted on during the BISD board's Tuesday meeting placed on the agenda  by board member Denise Garza and supported by Eddie Garcia and drew a unanimous vote.

"Due to some ongoing issues that we've had with some RFQs, I'd like to motion to conduct and audit from January 2017 in reference to some RFQs and RFPs for the following departments; Maintenance, Food and Nutrition Service, and Facilities," Garza told the board. "And the reason I'm asking to go back to 2017 until now is because I know we've had a change in administration, we've had a change in directors, and superintendents, so this is my motion."

"Is there just an amount, or just everything?," asked board member Carlos Elizondo. 

"Everything having to do with RFQs and RFP0s, because one thing we have been hearing and what we have noticed is that there have been some violations out there," Garza replied. "...those are the departments that go out for big contracts."

"I'm just wondering because there's a lot of them," Elizondo replied. "Are we including all of them? Everything?"

"We have to include them since that's what the item calls for," said Superintendent Rene Gutierrez.

"I think that's good, but be very conscientious that there is a statute of limitations on a lot of this stuff," said board member Minerva Peña, "especially since 2017. But it would be good to know if something inappropriate had been done that would be excellent."

After board counsel clarified that there was no statute of limitations if it was an internal matter, he said that when it came to vendors and it was criminal, the statutes could apply. The board then voted unanimously to approve the item.

Check out comments coming from la rata pelona and mickey mouse. Everything? Statute of Limitations? The audit should be very well welcome. Keep in mind that some individuals have died as a result of these cover-up inconsistences. Bring on the audit. This is my opinion.

They will run the audit, if anything ilegal comes out and it involves a heavy hitter or a present official somehow it will be swept under the rug. Business as usual at BISD. And by the way Carlos Elizondo, the word everything means “everything, todo , no exclusions. What an Imbecil.

How many times did BISD audit Food and Nutrition under Margarita Pizano with no findings. Years later a clerk in Food Services was found to have ripped off 350,000 thousand dollars.
This happened right under their noses!

What happened to "Trust But Verify"
Blood, Brains, and Balls is what the Board should have taken!
This activity took place over a period of 10 Years!

I believe the operation administrator dropped the ball or had some kind of connection with vendors remember the PPE equipment for students teachers and staff it didn't get here until April and May after the virus had settled down.

You should do a
Story on how the police chief of bisd lied to the board and the public by saying they have a police officer at every school. Is a lie. He lied to their faces. He doesn’t even know what is happening or even how many officers and security’s he has. Elizomdo do your job and hold them accountable. These officers need more equipment and money for stuff. At my kids school they don’t have a police officer. Only security.

I'm a little concerned who's in charge of the auditing Department at BISD who oversees the auditing Department huh but does a superintendent also control these guys and make him look good even if they done corruption. I hope it's not a waste of time I'm a BISD employee and I know there's a lot of s*** going on even the board knows.

maybe they should look into the Superintendent using the IT department for monitoring employees on social media and write up anyone that posts something negative about him. or how they censor comments on the facebook page when they are breaking the law. THey are a state agency and are infringing in civil rights for censoring freedom of speech.

It appears like as if the people in charge of taking care of BISD want BISD to go down the drain. Student enrollment is down and there is no money for anything. Ask the CTE Department and they always had money. 😔 BISD has the capacity to compete with charter schools but the Superintendent is killing BISD. It is like he does not know how to stop BISD from hemorrhaging. Pretty soon they will be selling land and buildings to charter schools.

Board members must take charge of the problems facing bisd. they seem to just see one side of the problems.fixing the problems start with you. it seems these days you, the majority, are creating more problems. Teachers see this happening and will not vote for the TRE with your lack of vision and common sense. You guys are smart but not wise. You believe your leader without verifying facts. I am taking my kid to Idea next year, if I don't see progress toward fixing the ills of bisd. Vote no on TRE

Marco Porras will sway the audit to force a find. He is known to steer internal audits away from the original intent to whatever the Board wants him to find. He’s a patsy for the board and super.
