43-YEAR-OLD HARLINGEN FEMALE PRISONER CHARGED WITH MURDER IN OCTOBER 2023 INMATE FENTANYL OVERDOSE

After toxicology results showed that a 25-year-old female inmate who was found dead in her Cameron County jail cell in October died of an overdose of fentanyl, an investigation conducted by the Texas Rangers is said to reveal that she had acquired what she believed methamphetamine from another woman prisoner in her section. 

Instead, the substance turned out to be a mixture of meth laced with deadly fentanyl, according to sources in the department. The admission she had died from the illegal drug was made in a press release by Cameron County Sheriff Eric Garza's office at the time. The release issued by the Cameron County Sheriff’s Office confirmed that she “had fentanyl in her system at the time of death.”

Jacqueline Barocio, 21, was in custody at the Carrizales-Rucker Detention Center on charges of aggravated assault and possession of drugs when she was found dead on Oct. 21. A court had assented to have her attend  substance treatment and she was waiting for an opening in the program facility.

The subsequent Texas Ranger investigation has resulted in another woman, 43-year-old Brandy A. Brown Daniels, of Harlingen, to be be charged with her murder for providing the deadly mixture that was missed during a search on the day of her incarceration. She was charged with murder on March 12, according to booking documents.

"Apparently, jailers discovered some drugs under her bra when she was jailed , but did not conduct a vaginal search and that's what authorities suspect killed the other inmate," said a source with the sheriff's department. 

In December, Cameron County Assistant District Attorney Edward Sandoval said a new state law provides for a murder charge.

“A new law went into effect that was passed in the last legislative session that made it murder to intentionally give someone fentanyl — and it results in their death. If there's a crime that's occurred, we're going to make sure that we seek justice for the people that are hurt and the laws that are broken."

Brown, who was originally charged with manufacture and delivery of a controlled substance and unlawful possession of a firearm after her arrest October 10, was charged with illegally introducing a prohibited substance/item into a correctional facility on October 30 after the substance was analyzed.

Harlingen Municipal Judge Noemi Garcia-Martinez set a $1 million surety bond on the mueder charge on Brown in addition to the bonds she had on the original charges. She is said to be romantically involved with a suspected  drug dealer in Harlingen responsible for the recent overdoses outbreak there, according to law enforcement sources.

Another woman involved in passing the drug from Brown to Barocio's cell denied that she had any knowledge that the substance contained fentanyl. It's unknown whether any charges will be filed against that inmate. She remains unidentified.

Media inquiries to Sheriff Eric Garza elicited an answer that he knew nothing of the Rangers report or the murder charge against Brown. He said that the Rangers had not released their report to him on the inmate's death or the subsequent murder charge against Brown despite the fact that she is being held in his jail. 

According to Barocio's family, she had been held at the jail and had complained of a painful toothache for about two months before her death was reported by a jailer when she was found unresponsive in her cell. A jail mate said she complained of a painful toothache the night before she died and said was given some pain medication by a jail nurse.

“We thought she would be safe there, but… she's dead now,” Jacqueline’s mother – Veronica Aguilera  – said at the time her death was reported. 

Meanwhile, Cameron County District Attorney Luis V. Saenz has declined to comment on the case pending the release of the Texas Ranger report. However, as early as October of last year – after a spate of fentanyl-related deaths because of overdoses in the county – Saenz addressed the issue in a press conference.

"Having fentanyl is a first-degree felony. If you are delivering fentanyl-laced drugs and those drugs lead to the death of a user, then that person can be charged with first-degree murder," he said then.

This is due to a new statute that came into effect last month which states that if you deliver the substance and “an individual dies as a result of injecting, ingesting, inhaling, or introducing into the individual’s” that person will be charged with murder.

"This indicates that there are drugs circulating in the county's jails," said the county source. "It's like they say, if you want the good stuff, just go to a county jail."

Jacqueline Barocio left behind a 1-year-old and a 6-year-old child.

...so sorry I don't feel sorry for these women. The thing is that their parents should have gotten them help before they made it to Carrizales. Once your child is born you stick by its side 24/7. It is a fun loving but rough ride.

That happened at Brownsville PD also. There was a lady that was arrested for being involved in several accidents. She was carried into a cell and was not given any medical attention until she was found dead. "Chief" Sauceda covered it up, only gave write ups to all the officers involved.
Sauceda was too busy that same night at his girlfriend/officers home, to not be disturbed.

6:39, in many ways I do not disagree with you. When parents have their kids in 5 after school activities to build their resume for a good college, they kid no one when they say their kid was not all stressed out. But there is no help for these kids in the LRGV. You fail to understand until they are willing to be part of the help the parents' hands are tied, other than stop putting so much pressure on their kids. When I was more active in criminal cases I would tell parents forcing your child into rehab at $10,000 to avoid a criminal charge will change nothing unless it is their decision to get help. This is so much more complex. I have seen 18 year old walk out of jail on a PR bond and the second they got home they go right back to the drugs which got them into jail the first time. Drugs are a basic commodity in county and state jails. I know of many people who have done 7-10 years on a drug crime and they day they get out go right back to the drugs. They never stopped because jails and prisons all of the state have an active drug dealing business in the jails and prisons.

Nowhere in the article is sheriff Garza directly being blamed or accused of this inmates death. It’s talking about her cause of death , the Ranger’s report and the woman that supplied the drug. Now don’t get me wrong, we all know Garza is incompetent and we don’t need Juan Montoya to convince us. This is the tragic story of a young lady that apparently had a drug abuse issue , broke the law, was incarcerated and unfortunately was given more drugs(laced with fentanyl) by another inmate. That is just the vicious cycle of life these people chose to be involved in. Its a sad situation all around ,especially for their families involved, but it was the CHOICES THEY MADE!!! And as far as the jail issue, ITS JAIL!!! Bad shit happens in jail, even death ( intentional and nonintentional) . And as far as the drugs, there’s drugs available in every single jail in the world!! Sooner or later they get smuggled in. There will always be contraband in jails.

Mister Bobby,
I am the parent of a male and female. My son is 23 and my daughter is 21. During the formative years of my my children's lives my partner and I would always accompany
our children everywhere. As our children grew we spilt the job as to who would go with who and then meet up. My nightmare was that someone in their friend's family would introduce my children to drugs. I understand that our off spring make a choice if mine decide to participate in drug use they will do it as consenting adults not kids or wishy washy teenagers.

When I was growing up both of my parents worked. However, my mother worked the day shift and my father the night.

We parent how we saw our parents do the job. When children are young a parent must be vigilant 24/7.

I used various drugs and alcohol for decades. Been clean for 13 years now.
Using is a personal choice. We can blame the cartels, social environments and
a plethora of situations. Addiction is extremely difficult to conquer. In the end, it's a personal choice. Peace

The problem here is that Eric Garza has no earthly clue what is happening in his jail.

Here are some issues that come to mind while Eric is busy at the Easter Egg Hunt-

1 Luis Mendieta has no business running the jail. He is clueless

2 Not enough personnel in the jail to safely cover the facility and maintain a safe
environment for the inmates and staff

3 Jail morale is at an all time low. They know that ERic can care less about them and the
unsafe work environment the jailers face on a daily basis

4 Jailers are being assaulted almost on a daily basis

5 Prisoners are in control of the jail and run the jail, especially with all these scared
newbies that have no business working there

It is not no suprise that Eric has no clue what is going on within his jail. Ohhh...but ask him whats going on with the Easter Egg Hunt and he will give you a 2 page report. Ask him about using SWAT to be at the adult day cares doing presentations instead of training and he will tell you where SWAT is at and where they are going next.

Eric Garza has hit an all time low by having a MURDER in his own jail. Everyone knows that if a jail inspection is done right now they will not pass. It is only a matter of time before a jailer or a deputy is seriously hurt or much worse, killed in the line of duty because of the ineptness in Eric Garza's inability to be a real Sheriff.

Checking the Vagina, come on guys. they have a procedure. They make inmates strip, and they check them to the best of the ability, without penetrating them with an item or fingers. How can they check if person has the drugs in a cavity or even if they ate it and plan to take it from a movement.
How is this the guards or the sheriff's Fault.

I heard that the new cherife purchased 20 fishing poles over at that sports shop in Harlingen, especially for this purpose. He considered this a new procedure in the operations of jails, only a house mouse paper pusher can do this.

Ofcourse something is fishy. You have Montoya and the County Judge against the Sheriff. The citizens know that the Sheriff is not a puppet of the County Judge nor anyone else.

You nailed it, the judge wants the blame focused on the sheriff since he is in the spotlight and judge enjoys the fruits of other's labor. He has money to throw at false news and remain unnoticed himself while he makes the big bucks and collects bank.
