The Brownsville Herald reported in January that the city appears poised to do away with its two economic development organizations, the Brownsville Community Improvement Corporation and the Greater Brownsville Incentives Corporation, and replace them with another beast called the Greater Brownsville Municipal Development District.
The city commissioners then unanimously approved the first reading of an ordinance calling for a special election May 4 to terminate BCIC and GBIC and create GBMDD.
During his presentation, City Attorney Will Treviño discussed the advantage of moving to a municipal development district, or MDD, and how they differ from traditional economic development corporations like GBIC and BCIC. He described an MDD as a “special purpose district for generating economic development and growth opportunities, including quality of life projects.”

An MDD is able to take advantage of sales and use tax within the city limits, as well as within the city’s Extra-Territorial Jurisdiction Territory (ETJ), a buffer zone contiguous to the city’s corporate boundaries, while EDC’s can only use sales tax from within city limits proper, Treviño said. GBIC and BCIC each are supported by a quarter-cent sales tax.
But if you think this will do away with the snafus, ineptness, and favoritism that plagued the GBIC and BCIC, you have another thing coming. Brownsville Mayor John Cowen Jr., speaking to The Brownsville Herald, said that if voters approve terminating BCIC and GBIC and forming the MDD, all staff from the old EDCs would be transitioned to the new entity.
“I think the commission, we all agree, that we want to make sure that both staffs are 100 percent intact,” he said. “We’ll merge the two entities basically into one and ensure that the projects and programs that are currently being done by both entities will continue to operate. What this really does is it streamlines the two organizations into one, and we’re able to tap into the sales tax in our ETJ area... I really don’t see a lot of negatives on this move.”
Now, our question is: Since it will be May before a district is created through an election, is the city taking it at as a fait accompli that the district will be approved and moving to celebrate the Greater Brownsville Municipal Development District even before the vote?
It would make no sense to paint a mural in April to the Greater Brownsville Incentives Corporation since it will live for perhaps another month until the May 4 election. Are we moving a bit fast on this Helen [Ramirez, city manager]? Or do you have a crystal ball that has already revealed the outcome of the election? Please tell us before the paint dries.)

Here we go again. Same ratas creating entities to create a system for stealing grant monies. The same re-elected commissioner ratas, same old county judge Eddie Trevino taking notes from probably Carlos Cascos on how to cover-up the stealing of grant monies. Let's not forget the investor and developer Elon Musk, playing a big role on the creation of this new so-called entity. The same corrupt ratas from the BCIC and the GBIC will probably run the new created entity of GBMD. Let's just keep in mind that the prior entities such as BCIC and the GBIC were supported by grant monies generated in 1986 by the Getty Compromise that was to be kept in a trust fund until these heirs came forward. The state of Texas was to have kept track of this trust fund and was allowed to only spend the interest created by these funds, not steal the entire trust fund. Do we really think these greedy political leaders will only take a fraction of the land grant monies? This plan has already been played and failed. It might take years, but we'll get you. This is my opinion.

In all seriousness, this is not a good move. As it stands now the BCIC and GBIC require that the public knows who is getting what and what amount. The MDD that the mayor and other members of the BCIC and GBIC want to create will not require the oversight that the others do. In other words, they will have free reign to dish out taxpayers money to whoever they want including themselves.
