ONE LAST $1.3 MILLION CASH GRAB FROM BCIC BY GOWEN'S GANG

"Yes many may be confused on the property/ sales tax issue, but you can’t tell me BCIC AND GBIC are here TO HELP ?? They may have been setup in the beginning to help but unfortunately got contaminated with corruption. Those two entities only help the rich / chosen few , families and friends!!! There is no need to insult and call people pendejos when they are frustrated and tired of being taken advantage by these entities. These sales taxes collected and grant monies should be fairly divided amongst the people/ businesses that truly need it, not only to the elite, wealthy and well connected leeches..."

With the possible dissolution of their Brownsville Community Improvement Corporation (BCIC) cash cow almost a certainty after the May 4 election where voters are being asked to do away with it, its scandal-ridden board and administration have called a special meeting for one last chance to line up to the pig trough.

At today's "special" meeting tonight before the May 4 results will be known, the board is ready to had out the goodies at the meeting to be held at 5 p.m. at eBridge Center for Business & Commercialization, located at 1304 East Adams Street.

There, with only four days before voters decide on the May 4 election on two propositions – one which would dissolve the BCIC and the Greater Brownsville Incentives Corporation (GBIC) boards – they will consider and take action on three suspect agenda items that could encumber the BCIC and the new Greater Brownsville Municipal Development District (GBMDD). And the extravagant cost of these three projects defy logic. All three are termed "quality of life" projects, a handy buzz word for raiding the annual $12 million sales-tax revenues handled by these two entities.   

Take for example, item six on the agenda:

If we divide the $1,003,345 by 32, each shelter will cost $31,354, including labor. Currently, the city is midway through the process of installing 32 basic enchilada shelters (a roof for shade and a bench) which were promised way back in 2022 and are just getting built.

Does this look like it's worth $31,354, even with labor included? Or will they be, as extravagance-driven past and current BCIC boards have done in the past, super-duper state-of-the-art shelters? Will humble bus riders be required to adopt a dress code to do justice to the structures? Smell a scam?

Compare what it is costing the city to put up 30 shelters around town.(See graphic on left.) The city's cost was projected to be $10,750 per shelter. Later modifications by city staff actually lowered that total to $345,067. The final cost per shelter? $11,502, or 19,852 less than the BCIC proposal. Wonder why? DO they have a special vendor in mind? 

And how about agenda item 8, a $198,000 hand off to commissioner Rose Gowen's West Side Rail Trail?
Again, dividing $198,500 by 150, it will cost the city $1,323 to buy and plant to dig a hole and drop in a sapling along Rose''s trail to provide a "canopy" of shade for hikers and bikers who are suffering exposure to the elements while exercising and enhancing their "wellness." $1,300 for each tree? 
 
How things have changed. In the 1920s, as native Montezuma cypresses were disappearing and people were out of work, many were planted in the old Lincoln Park using WPA-funded labor to replant them along the resaca that eventually became the old Lincoln Park that was under the current overpass across International Blvd. on the way to Los Tomates bridge.

If you remember, the old Union Pacific Railroad right-of-way was planned to be the start of a loop from the international (the old bridge) bridge around the city to connect to US I-69 until "plump partridge"  commissioner Gowen led the charge to keep residents bearing the traffic congestion downtown to provide west-side residents with a pleasant traffic-free place to walk and ride their bicycles and exercise their pooches. 

Maybe the West Side Trail should be renamed Rose Gowen's Dog Pee Trail since it thoughtfully provides 150 tree trunks for our territorial furry friends to relieve themselves. Gowen, a Zavaletta (with two tts), has had a historically-designated residence since before she was elected in 2021 until she sold it this yea which was exempt from city taxes, but steered millions to her diabetes- and obesity-fighting bike and hike trails. A savvy public servant, she loves spending OTM (Other People's Money). Once more to the trough. C'mon $1,300 per tree?

If you think the two "quality of life" projects are hare-brained, take a gander at Agenda Item 10.

When you are going to fly out of the pretentiously-named Brownsville-South Padre Island International Airport with your kids, do you dress them up so they can run and romp in a playground while waiting for your flight?
Not many airports, especially one with a comparatively low number of passengers like ours, provides a terminal playground for kids to play awaiting their flight departure. And parents arriving with kids at the airport don't usually hang out so they can romp at a in-the-terminal playground. Are you kidding? 

Which contractors are champing at the bit for these last-ditch raiding by the board of  BCIC funds? Will it be fly-by-night "space-oriented" business operators like the ones that duped Helen Ramirez of nearly $1 million while she was the director of the GBIC, only to be promoted to city manager as a reward for her ineptness?

Sadly, this BCIC boards' type of extravagance with OPM is just abut par for the course. Their track record includes ignoring their own rules and handing thousands out to their friends, to city elected officials, their own board members and their families, and doing as they damn well please because there have never been any consequences from the city commission or our local district attorney. 

And ince mayor John Cowen them that once the GBIC and BCIC are combined into the GBMDD after the May 4 election, their administrations and staffs will remain on the payroll in the new entity, why not allow the buzzards to swoop in for one last gluttonous binge at the BCIC trough? 

How things supposedly change, but still remain the same! Burp!

This is just renaming the NIDO de las ratas, (the rats nest), nothing changing. These Entities were set-up to cover-up Quality of life projects, meaning how to legally steal grant monies. That is old news.

1. Print all addresses on the curve of the street.
2. Paint all taxis pink for Women, Green for Men and Red for elderly.
3. Tourist bus: Free of charge to cruise all over the city.
4. Wal Mart Shuttle
5. Mall Bus shuttle
6. Plant geraniums according to the District. Red, White, Yellow, Purple, Deep Red
7. Signage for each hood: Las Prietas, el Southmost, La Muralla, El Puerto, etc
8. Free tutoring for all students
9. Free paint and paint jobs for all downtown businesses: pink, white, pretty green, baby blue, creme, etc

Yeah Zeke! When BCIC puts money into bus shelters, playgrounds, and trees, that’s money misspent! But when BCIC money goes into your coffee shop, that’s money well spent! That money belongs to you – screw the average citizen of Brownsville!

Most elected official don't care about spending tax payers money because to them they have the power to do so. If an elected official thinks that they need extra money, they start buying things for the city using the excuse we need it and have been needing it for over 50 years, therefore justifing over spending millions of dollars for things we don't need. They get one contractor from outside the city and valley to give them a kick back outside of the county and city. They get wined and dined, they are given trips to Disneyland, to vacations outside the country, their kids get hired for these companies at high wages, all this is in return for them to vote for outrageous invoices that we end up paying.

I want to start off by stating “abstaining” from a vote when you have the capacity to say “yes” or even “no” is the coward way of saying NO. Murad and Caesar are COWARDs for abstaining. Say NO you weasels, you did anyways! Because of your decision now my kids will not have the lights needed at Oliveira park for more enjoyable play time, our summer weather does not help much (evenings are more enjoyable weather). I was hoping this could pass to not only benefit my family for evenings but to benefit the bird-watchers who I see at Oliveira park often. We label these enthusiast as eco-tourist and they bring tourist money to our city. So thanks for NOTHING with that. Two, being the mother of younger kids I ask you this? Where do I take them to go to the restroom when the other restrooms are locked or being torn down, nowhere! So, thanks for NOTHING again. Pedro Cárdenas you appointed Caesar to this board and you are also the district commissioner for our area, if this is the kind of people you choose for major decision making boards you better be ready for a major campaign against you and any supposed list you supposedly have. I’m almost positive neither Pedro, Caesar, nor Murad have been out to Oliveira to inspect and see the poor quality facilities these kids are dealing with. Pedro, this isn’t Matamoros, we aren’t content with what we have, choose your people wisely next time. Caesar has a poor history at BISD and once again it has come to light as a BCIC board member. @12:13 Linda Macias and Rose Gowen along with their husbands brokered the deal with the San Antonio contractor. Linda actually said that it was expensive and if they didn't approve it right now at the current price, it will go up probably to double. If you dont' consider that a threat from an elected official, then I don't know what else. Rose Gowen via zoom came out saying I 2nd what Linda said. These 2 crooked commissioners only see $$$$$ nothing else. Rose Gowen is on her way out and is trying to bank roll her kids collega tuition and she is training Linda to continue her phylosophy of bullying the appointed board members to pay outrageous invoices so they could continue to get their kick backs. Hiram (Linda's Husband) has no problem speaink to all the contractors and laying down the deal. Who gets what and how much to bid.

Pedro and the other commissioners were not going to get their cut so they ordered their appointed board members to abstain and this way they teach Linda and Rose that the also want a piece of the pie. Actually Pedro wanted half of the pie cut and Linda and Rose to spit a 1/4 each. They didn't want to split the pie in 4 pleces, so the project died. Helen Ramirez was only going to get a piece from each one, and she was the most saddened because she wasn't able to manipulate both Cesar and Murad.

They are not trying to get the bid even bigger for all of them to get a bigger piece of the pie. This will come back to the board. It is not over. This is why you don't want to elect greedy people to office. Linda thinks she is the head cheerleader telling everyone how beautiful the look and always speaking from a Artifical Intelligence pre written paper. Always using Hence or Furthernmore. Nobody in Brownsville use those words, just AI apps. Linda says she is from Brownsville and uses language not even Harvard Professors use. Speak to her outside of the pre written scripts, and she is a valluca that speaks puro barrio. Vieja Naca y la Rata De Rose.

Like the DA said: You can't prosecute Stupid, but you sure can vote them out. We just need to wait for them to make a bad move and the DA will be all over them. That I guarantee it, He promised he would. Time and Patience. We have that.

Your last statement for the record was This is not tax payers money, it is sales tax money. If you buy a water bottle and pay 8.25% taxes that goes to BCIC. Para Pendeja no se estudia Linda.

Unfortunately our DA is MIA and has never cared to keep on eye on the shady shenanigans carried on by these people. Corruption runs rampant and these officials do as the please with other people's money $$$$$. Elected officials come and go and they all take their turn at THE COOKIE JAR !!! As a mother of three, I’m excited our airport will have a playground for the kids! Might not matter to me in a few years, but it’ll matter to another family! Why are we hating on things that make Brownsville a better place? I don’t use the buses, but I’m happy to know the people that go have a nice shelter and a place to sit out of the sun as well.
