CITY'S RESPONSE TO LIBRARY SHOOTING A GOOD PHOTO-OP

In what has now become their modus operandi, the City of Brownsville and the Brownsville Police Department are making full use of the city's propaganda dream machine to assure library patrons that they are safe by showing P.D. Officer R. Garza and his canine (K-9) Sonia "maintaining security" there.

This comes after a man shot another man to death with a handgun two weeks ago today (May 11)  inside the lobby while parents with their children were present. 

 But while the photos assuring library patrons that they were safe with an armed officer and his pooch there, the sad reality is that legislature passed by the gun-rights zealots in the Republican majority in Austin and signed by Gov. Greg Abbott have made it  perfectly legal for individuals to conceal carry firearms inside libraries.

In fact, the man who sot and killed the other was entirely within his Second Amendment rights to have a gun there according to Texas law.

Police arrested Humberto Paz, a military reservist from 2008 to 2016 who was never deployed, for the shooting of 71 year old Vahid Khaledi, a Houston resident who was visiting the library that day. 
City officials – after meeting with police and security experts – say they want to have a "conversation" with the public on how to address future situations.

“We are meeting with our local law enforcement as well as security experts who deal with this type of event and assessing what type of extra measures can be put in place for a facility of this type,” said Roy De Los Santos, District 3 City Commissioner for Brownsville. "We do plan to reach out to the public as well and have conversations so that way we understand what all of their concerns are.”

But the conceal carry in public places may be outside the purview of local officials, according to Erin Gamez, Texas State Representative District 38. She said that the legislature is controlled by pro-gun advocates who will never vote to pass any state law that smacks of gun control.

"I tried to introduce a bill last session that would require a person released from mental institution from being allowed to possess a firearm and I couldn't even get anyone to co-sponsor it and get it in the calendar," she said. "The laws related to conceal carry now allow anyone over 21 to carry a gun in many public places without having to get a license."

According to the AustinTexas.gov website on concealed/open carry, "In most cases, public library districts (or cities) may not prohibit individuals from bringing handguns into the library, so long as the weapons are concealed or in a holster. Public libraries are not specifically referenced as a place where weapons are prohibited by state law (see Texas Penal Code §46.03)

And further, "Handguns are not allowed at a library, even for licensed carriers, (only) at the following times: during school-sponsored activities on library grounds (Texas Penal Code §46.03(a)(1)) or during early voting or on election day if the library is a polling place (Texas Penal Code §46.03(a)(2)

The following is allowed by state law for handgun owners:

Allowed: Public areas of city facilities, like libraries and recreation centers
Beginning September 1, 2021, HB1927 made it legal in Texas for most people 21 or over to carry a handgun in a holster without a permit both openly and/or concealed.

This law modified the previous open carry law from 2016 by eliminating the requirement to have a license to carry.

Since Paz was over 21, he was within his "rights" to carry a handgun concealed and without a license to carry.

Friday was the last day of early voting, so the appearance of the police officer and his dog to watch out for people with guns that day was within the law.

But now, with the library not serving as a polling place or hosting a school event, anyone over 21 can carry/conceal and – even if the officer may know that an individual is carrying a firearm inside the library – he cannot arrest him, confiscate his weapon, or ask him to leave.

So while the photo op is nice and reassuring, the fact of the matter is that things remain the same as before the shooting and no one can deprive some other crazy of his Second Amendment rights. In short, the presence of an armed officer and his canine pal is a false assurance that the problem is being addressed.

C'mon Montoya, ANYTIME "Chief" El Chapo Sauceda can have someone take a picture for Facebook, that's his bread and butter. Chapo is worthless at leading a police department. Look at all the shootings and car thefts in the city, he can't do anything about it, BUT will have his officers posing for Facebook any chance he gets.

Since day 1, chapo sauceda has been running photoshoot operations. Just this week there were several media posts in which he had officers participating in photoshoots at various places and one in which he participated by showing off his peacock chest. You're getting fat felix and having that peacock chest does not help, I wonder how much that pretty young girl is going to endure before she moves on to a boyfriend in her same age range. I'll tell you what felix, send her over to my apartment tonight and I'll show her what a real man is. Anyway I got off topic remembering the good old days with Candy, she was good. Chapo sauceda is at it again with his photoshoot operations, instead of policing the streets. As citizens and tax payers of brownsville, we demand more police presence in order to stop all the shootings and car thefts. I'm so afraid to use my chevy pick up, as brownsville has a free for all car thieves in brownsville. Why don't you have your officers patrol the streets instead of taking photos with the down by the border kids and coffee with a cop. By the way, why do you have an officer assigned to the library, that's reactive police work, do you think there's going to be another shooting at the same place, how many other shootings have there been at the library? Concentrate on preventing the next shooting, robbery or stolen truck. It's very simple, criminals see cops around criminals behave. Criminals don't see cops around, criminals commit crime. This is what society thrives on and believes nowadays. Pictures and propaganda on social media. It's what moves the world. Just look at all the posted selfies of people eating a tostada,tamale or a taco ??? What the fuck? It's all about: " hey look at me , I'm the best". That's today's mentality. So BPD does the same to divert from the real weaknesses their department has. People will see the pictures, like them, but unfortunately will fail to see the big picture --- which is the overall failure to provide safety to our town. So a couple of more pictures OF RAMBO AND HIS PUPPY on social media and everyone will feel warm and fuzzy.

Too little and too late to have this cop and the dog getting extra money as moon lightning because most moon lightning jobs at the bingos are taken up. Now the city is paying to have these two cops working over time or moon lightning? Remember readers of El Rrunn run, the library had arm security officers all the time. The money went to for the bike and hike trails and higher salaries for so many assistant city managers plus double dipping jobs for the city chief of police. The city commissioners have plenty of money for their stupid bars and buying downtown buildings. Brownsville is sick, stupid, dumb city of the RGV.

Texas law allows for concealed carry in public libraries. Having law enforcement staff and K9's at the door is not a deterrent if someone is determined to cause harm. The myth of a good guy with a gun neutralizes a bad guy with a gun, is BS. Uvalde is a prime example. The flood gates for the 2nd Amendment on steroids have been opened. Lock and load everyone. The problem is that we do not know how to react when there is a crisis.

Run, take a picture, throw a book at Paz, scream "STOP IT" "Get out of here you trouble maker" etc That is what the staff needs to do: practice running, escaping, screaming, throwing books.... when the library patrons are not there and then when there is a crisis, they will know what to do. The library belongs to the librarian, nobody can misbehave at the library because we are just guests there. The Librarian rules.

We have to do something to change the mindset of the evil doers.

That is why the dog is there. The dog handler knows that by just changing the attention of the dog, he can control the dog and the situation.
Dogs bring down the defenses of people. But, dogs bite when instructed to do so.
A great idea to have a dog, walk the library, outside, the entrance etc
Also to have signs: be polite, be respectful.
