DRIVER WHO CRASHED INTO CONSTABLE APPRENTLY DRUNK, TENTATIVELY ID'D AS JESSE E. LEATHERWOOD, OF MCALLEN

The driver of the white Chevrolet Silverado who crashed into the service unit of Cameron County Precinct 1 deputy Ruben Garcia Monday night and killed him while he was assisting with another crash is suspected of being intoxicated, according to the Texas Department of Public Safety investigating the accident.

The driver was suspected of driving under the influence, and Magistrate Leonardo Rincones signed a search warrant for a blood draw. He has not been officially identified.

However, sources at the port indicate that his name is Jesse E. Leatherwood, from McAllen, employed as a project manager at a company (JAFEC?) doing business at the port. The company is doing contract work for one of the LNGs. 

Sources there said his workers noticed he was slurring his words and appeared under the influence of alcohol before he left work that evening.

A search of the Hidalgo County inmate records indicate he had been charged with possession of under two ounces of marijuana in April 2021.

"He was slurring his words and sounded drunk," they told friends.
The DPS said the crash happened at approximately 6:45 p.m. on State Highway 48 and Marine Way Road, which resulted in Garcia's death, a Brownsville resident and deputy constable.

Garcia had been parked in a marked patrol unit when a white Chevrolet Silverado rear-ended the unit, according to the release.

The driver admitted to officers of being distracted while looking at his phone. DPS suspects the driver was under the influence and the blood warrant was obtained.

On Tuesday afternoon, DPS said in an update that the driver was transported to Valley Baptist Hospital in Brownsville with non-life threatening injuries. 

Authorities said after he is released from the hospital, he will be charged with intoxication manslaughter causing death to a police officer.
