I believe the story, but something is very wrong. If the building is not complete, then there is no certificate of occupancy. No CO will issue until all code violations are fixed. There are always code violations. If the workers are unpaid, they will not fix the problems. Also, if she has a contract she can file a mechanics lien. If a final closing is still needed it will not go forward until the mechanic's liens are paid. If the builder has to help with getting the final CO, then Garza is screwed.
