Even though the lease request he was making to rent or sublease to tenants included the assurance that he would not be authorized to permit third-party trucks parking or staging or transloading and storage of hazardous materials on the premises, he was turned down. His request would allow him to amend the purpose to warehousing of non-hazardous dry bulk materials, and for a laydown area of non-hazardous dry bulk materials.
The prospective Torres tenants wanted to expand their business had been waiting since February for the amendment to get on the port's agenda and approved by the board, but that was stymied by chairman Esteban Guerra and Port Director William Dietrich. On Wednesday, the "staff" recommended that the board deny Torres's amendment to his leases and yet approved Gutierrez's lease amendment request.
Since renting space for third-parties to park their rigs was the issue, Torres took it upon himself to videotape leases of ROBCO, where Guerra had an interest, the lease owned by Brownsville Gulfside Warehouse owned by Gutierrez, and even video of the lease of former board member Ralph Cowen who were permitted to rent to trucks without any adverse consequences from Port Director Dietrich.
Torres claims that the harassment and retaliation against him were a result of him not supporting Gutierrez in the May board election and says Guerra claimed he had his support in that race, only to find out that the board chairman was supporting Gutierrez. Tores claims he has evidence that Gutierrez had offered to pay his campaign expenses if he pulled out of the race for Place 1 on the board. Below are the videos that show that while Torres was harassed and even threatened with termination of his leases for allowing third-party parking in his yard, Guerra and Gutierrez and Cowen were doing the very same thing.

If all information is accurate in these articles , it doesn’t seem like the Torres gentleman is doing “whatever he wants “. Apparently he submitted his requests like everyone else, but only his were rejected. And im sure there’s been other instances where Mr Torres hasn’t been offered due process or fair business practices ( adhering to port policy). Things smell very fishy at the port. Is the Port of Brownsville becoming another cash cow ( cause of Space X, LNG, and other huge entities). where some of its officials and elected board members are positioning themselves for a big payday??
