USAID was just another way for the USA government to keep countries under control. The salaries were high because the employees had to live in the host country and learn to understand them to protect the interests of the USA. Many people are unable to do this: leave their home and family and understand another culture and language and history.
Morning, Noon, Afternoon: the USA government always sends illegal aliens to Mexico but there is no TV crews, no reporters etc It is just normal. Trump knows how to use social media and now we have images of all these events.

The subscriptions got a discounted rate and it was just a way to keep the government employees informed. There are a lot of companies, organizations that send you magazines with information to keep you informed. I think Trump wants to save all the money to pay the debts the USA has with other countries. The USA owes money to: China, Japan, United Kingdom, Canada, Hong Kong, Taiwan, Switzerland, Ireland, Belgium, Brazil The USA owes China 1.18 trillion and to Japan 1.03 trillion
