CITY MAKES A KILLING WITH UNPLEASANT MONDAY SURPRISE


 (Ed.'s Note: A lot of drivers who parked downtown today got an unpleasant Monday morning surprise in the form of parking tickets courtesy of the City of Brownsville. At $10 a pop, the city made a killing. Some have commented that there is little notice to visitors from outside the city and many are not warned that the pay kiosk is located in the middle of the block. Side streets have no kiosks but are inside the parking zones and are ticketed as well.  Drivers beware.)

The city is also issuing tickets to people that have disabled parking plates that park in metered parking spaces. This is in direct violation of Texas state law that allow people in wheel chairs or or other physical disabilities to park in metered zones for free. This law applies to every city in Texas. Brownsville enacted a city ordinance last year disregarding Texas state statutes. Texas law states that a city cannot enact an ordinance that conflicts with state law. The city did but good luck trying to get The ordinance number because no city department seems to know what it is.State law states that a person can contest a parking ticket by requesting a jury trial in municipal court and that is the only way u can fight city hall at this time by having a 3 person jury decide if ur guilty of violating an illegal parking summons issued by city of Brownsville to Handicapped individuals. So much for being a friendly city that is the only city in the state of Texas that discriminates against every handicapped person in the state.

To all who r not aware of this. The State of Texsss along with all the others is ADA compliant. It mandates handicapped parking spaces be made available to handi capped individuals. A logo of a wheel chair on a license plate or placard allows the vehicle to park on the designated spots. It also allows those vehicles to park on metered parking spaces for free without having to feed the parking meter. This is a state law in Texas and all the other states. A city cannot enact an ordinance that conflicts with Texas laws. The friendly City of Brownsville last year passed an ordinance requiring people that are handicapped and park in metered zones to feed the meter. You might find one handicapped parking spot every three city blocks in downtown Brownsville. Most people that are handicapped are on fixed incomes and cannot afford a ten dollar parking ticket and just pay the fine. Unfortunately they are not aware that they have legal recourse even for a parking ticket. A person has the right to plead not guilty and request a jury trial and let a three person jury decide if the city is correct in making up ordinances contradicting state law.This ordinance affects every person in state or out of state that parks in friendly downtown Brownsville. PS. Good luck in trying to find the ordinance number because it's not on line and nobody in the municipal court will tell you what it is especially the meter maids issuing the ten dollar tickets

Dowtown: Free parking. Charging Brownsville residents to park is nonsense. If you got a ticket: never go back to downtown.

There is absolutely no reason to go to downtown Brownsville. Completely over priced mediocre food. Horrible service and parking. Just go to McAllen for a better entertainment experience.

Lets quit paying salaries to the mayor and city commissioners. We can very easily replace them with volunteers from within the community.
