U.S Mail fleet vehicles are not required to have a licence plate. That is why each vehicle has a serial/ID number in the back and the fact that they are easily identifiable as belonging the the U.S. Postal Service.
USPS trucks don't need regular license plates because the Postal Reorganization Act of 1970 made the USPS an independent agency, allowing it to set its own vehicle identification rules, using unique serial numbers painted on their bodies instead, which serve as registration, though unmarked USPS vehicles or those leased from GSA might have standard government plates. This exemption applies to their distinctive delivery vehicles, which are easily identifiable by their branding and ID numbers, but they still must follow all traffic laws and are self-insured.
