Texas state law prohibits cities and counties from setting local minimum wages higher than the state/federal rate of pay per hour.
This law needs to change, like I said Texas Republicans are regressive POS. God, Family and the rest of their jingoistic BS is imposed by law to control you, a gun to your head, that's what it is. Can't drink, can't smoke, and no gay sex, unless it's lipstick lesbians, then that's fine.
