But if the scuttlebutt is true, the city commission has been told by legal counsel that the city administration and city attorney are considering settling with a trust of the De Leon family – of which City of Brownsville commissioner Gus De Leon is a beneficiary – and award them anywhere between $750,000 to $900,000 for alleged damages to a property used by the city as a staging area for construction.
No city administrators or commission members would confirm, or deny, that in the last city commission meeting July 7 the city's legal counsel informed them that the trust – under the name of Nora De Leon Ramirez, Executrix, – had sent the city a pre-litigation demand letter in which they charged that the city had caused damage to the property located immediately west of the Brownsville & Matamoros International Bridge, also known as B&M International and Express Bridge (or the Old Bridge).
It has been left up to commission members to decide whether to fight the claim in court or to dish out the cash to the estate at their next meeting July 21.
The letter – not available to the public – reportedly wants for the the city pay close to $1 million to mitigate the alleged damage to the property.
At the last meeting July 7, the item for the proposed settlement was in the executive session agenda without any backup to indicate its location or its relationship to De Leon. It was merely listed as:
Interestingly, it has been offered for sale in local real estate listings at $895,000 since December 2018 with no takers. Could it be possible that the property's legal representatives are aiming for the asking price on real estate listings before they settle? And could the city decide to offer them the appraised value ($250,000) and keep the land instead?

This is a good buy for the CIty of Brownsville. I say call for a City Labor Fest and let volunteers fix the damage. Have a dance.
I'm not convinced this property has much value. Does it have legal access, or is it landlocked? If it's landlocked or lacks usable access, it may have very limited market value. At that point, it could become more of a financial burden than an asset, especially with ongoing property taxes and maintenance costs.
Of course, I could be wrong, and there may be factors that increase its value. However, based on what I know, a fair settlement would likely be only a few thousand dollars rather than the much higher amount the property owners are asking.
De Leon family strikes again! They were always a bunch of ratas, we knew it the whole time, but still people voted for this dummy on a slim-pickings election. What kind of commissioner sues his own city! This property has been used by DHS for years and he has never once said anything! Go figure! De Leon out!!!!!

This is a straight money grab on behalf of Gus De Leon. It’s a money grab on TAX PAYER money, not just any money. Please realize if the city were to settle with Gus (which I hope they don’t), this is not money just coming out of thin air. This is your tax dollars collected by the city to pay this uneducated representative off. His family has been benefiting from the city for years on this property and now they’re suing all of sudden. Darn, Gus is a good guy—not a thief, just someone who's trying to do the right thing. Give the poor guy a break. It's easy for anonymous critics to sit on the sidelines and throw insults, but many of them would never have the courage to step into public service themselves. At least Gus stepped up to the plate and is serving the city. That deserves respect, even from those who disagree with him.
