WHO'S AT THE HELM OF THE USS PORT OF BROWNSVILLE?

For the first time in its 75-year history, the Port of Brownsville's harbor master's office is vacant.
As the search for a replacement for former harbormaster Tommy Alvarez – a 33-plus year veteran – continues with no fixed closing date for applications, guess who's minding the critical position?
Would you believe a 24-year-old harbor master's assistant whose qualifications would not even make her eligible to apply for the job?
In fact, the only experience Keri A. Dann, the interim harbormaster, has is that she attended the Coast Guard Academy for four years.Then, inexplicably, instead of serving the usual required five years of service, she left the Coast Guard. Her application for harbormaster lists her attendance at the CG Academy as the sole occupation listed in her work experience.
She lists being a personal fitness trainer/substitute teacher and working for a company under contract to the U.S.Army as an instructor on prevention of sexual harassment before being appointed as assistant harbormaster in February 2011.
In short, after Port Director Eddie Campirano placed her at the assistant harbormaster position, she has had a full eight months of on-the-job training to fill the shoes of Alvarez.
Dann has applied for the position and her application is notable for its lack of work experience in the field.
Before she was hired, port sources said she was seen working as an attendant at a Laguna Vista golf course.
However, when she was hired by Campirano at the port, he placed her at a$56,000 pay scale. Today, with scant experience at the critical post, she is drawing $65,000 as interim harbor master.
The port's job listing states that the harbor master candidate should have graduated " from a four-year college or university with coursework in Marine Transportation, Public or Business Administration, or a closely related field, with a minimum of five years of progressively responsible experience as a Harbormaster, Assistant Harbormaster, or program management or supervisory capacity."
Is it mere coincidence that, in her resume and Facebook page, she lists "program management" as her specialty at the coast Guard?
The requirements also call for the candidate to know the "principles, practices and techniques involved in the operation of a large maritime trade facility; the principles and practices of public administration, including budgeting and billing systems. General principles of planning skills in management; thorough knowledge of local, state, and federal laws governing marine/harbor facilities; be computer literate with knowledge of word processing and spreadsheet software applications (i.e. Microsoft Windows; software applications such as Word, Excel);and possess"excellent and effective oral and written communication skills;and be bilingual(Spanish-English).
"It's obvious that she doesn't possess even a semblance of those requirements,"said a port staffer. Where do they find these people? And how – at 24 – did she manage to wrangle position? Aren't there any local UTB graduates who could have been chosen instead?"
Another opening at the port is that of Chief of Police for the Port's seven-officer police force.
After former chief George Gavito resigned for unspecified reasons, the job has been handled by Campirano who uses the two police force sergeants as liasions for his command.
But according to the job description,the chief must have a Texas Peace Officer‟s License, must be bonded, must pass a pre-employment physical exam, drug screening and background investigation, and possess a Master's degree in criminal justice, public administration with a minimum of 18 years of experience as a Chief of Police.
It is widely believed that the job will go to Brownsville Police Dept.Chief Carlos Garcia,who was one of 25 applicants.
For now, however, with Campirano stretched thinly to perform all his other duties, and with a 24-year-old inexperienced harbormaster at the helm, should we start stacking the deck chairs on the Titanic?

WOW!!! Really?? Who are you? You obviously just showed your lack of knowledge concerning the US Coast Guard and what types of Degrees of study there are at UTB! And, not to mention we all know who the staffer at the port of Brownsville is that you got your comments from! In the past the people running the Port of Brownsville had NO education much less a Degree from the United States Coast Guard Academy. That's right, did I mention a Degree from one of the most prestigious military academies in the country! Ohh yeah and UTB doesn't offer anything in the maritime industry. I think Keri A. Dann is the only working employee for the Port of Brownsville in possession of any sort of maritime related degree. Ohh yeah...and you forgot to mention that she had a honorable discharge-might want to watch your slander! Sounds like she deserves some credit!
Brownsville was set for success with an international airport, a deep water port, and international bridges for commerce and trade. So what happened?? Have you noticed that for the past 30 years the Port of Brownsville has been the least traficed port on the entire Golf coast (and that is a fact!) There hasn't been ANY progress in the port of Brownsville in the past 30 years. New and educated ideas and probably some people that are not from Brownsville might make this port the driving force of the south Texas economy as most ports are there respective areas.
Kudos to Mr. Campriano for hiring someone that is young, driven and has a maritime related education! CHANGE! What most people are affraid of and yet he is willing to face head on! Hopefully the new hire for the chief of police WILL properly handle the conduct of the position with a professional and ethical stance as the last chief obviously did not!
CHANGE! CHANGE! CHANGE! Way to go Port of Brownsville!!! If our area is ever going to see economic growth we can't ignore the jewel before us and MUST make some big and tough changes! No change hasn't worked for 30 years...

Last thing that Campirano and company need is a prima donna. Which is exactly what Chief Garcia will be. And everyone and their grandmothers better realize it.

Unasked questions. Was it her education/qualifications or her looks that "got" her the job? How many others were looked at before Camapirano decided she was the most suitable person for the position? What criteria did he use to determine that decision? Who else was consulted before he decided she was the one?

I was in U.S.C.G. For 15 yr I know if they sent you to C.G. academy you must give them 5 or more of service.why don't you tell us why she left?all the port knows. She got busted with who or what.

We have some excellent people that work here at he port without degrees like our deputy director Donna Eymard, Bea Rosenbaum and Rico. They don't have degrees should they be fired? Eddie cannot justify paying this 24 year old $66,000 that cannot speak Spanish and it is from North Carolina with ABSOLUTLY NO EXPERIENCE even if she would have a degree from Harvard. And he is going to pay the new chief of police $90,000 to baby seat 7 police officers. But hold on he has a MASTERS DEGREE ... Where's RALPH COWEN?

Just for the record, you can get an honorable discharge, when they want to get rid of you! If my math is correct and she is 24 years old, she had to serve till 2013, before being eligible to leave the USCG, unless, they wanted to get rid of her, which they did!! I myself, being a veteran, it is a disgrace for her to even claim she was in the military service!! Come to our local VFW and you will be laughed out of the place. FYI, VFW means Veterans of Foriegn Wars. I don't think Eddie has a sexual thing for her, I believe he is eyeing other young boys he's hired.

It’s obvious that a 24 year old can’t have that much experience in running the Port of Brownsville TX. Degree or no degree! Maybe her experience is in Sexual Favors? Did Campirano buy her knee pads? Need to get rid of her and Campirano!
