We ran into Joe at the Brownsville Public Library as he was drafting his announcement to run for sheriff and he provided us with a copy. Overall, he seemed upbeat and optimistic of his chances of running against Lucio as he handed out cards to the people in the hallways asking for their vote. His announcement follows.)
Joe A. Cisneros, a retired DPS Officer and former Bailiff for the Cameron County Courthouse recognizes the dangers of Politics. Cisneros’s services were no longer needed as of Friday, October 28, 2011.
Some elected officials and their staff campaign while at work and at taxpayers expense selling raffle tickets, passing out flyers, setting up signs, and using Cameron County equipment. If Joe A. Cisneros was asked if he is running for Sheriff, he was unable to respond in acknowledgement because it was considered campaigning while on county time.
Unfortunately the top three persons that considered the Safety/Security top priority for the Judges and all visitors (Attorneys, staff, and citizens) are no longer employed by Cameron County.
Cisneros recognizes the dangers of the Border Violence that is across our border and is imminent. “We need a 24/7 Sheriff to protect our community from border violence, arrest the drug dealers, and to protect our children from predators.
“ We need a 24/7 Sheriff who will respond to calls, lead by example, and be involved in the investigations and apprehension of criminals."
Cisneros vows to bridge the gap between law Enforcement and the community, provide a safer environment for the citizens of Cameron County, provide a secure working environment and advocate for better training and better wages, and equipment for Cameron County employees. We also need to provide necessary treatment and protection for all Cameron County inmates and improve relations with local, State, and Federal Agencies to curtail illegal activities and Border Violence.
The Sheriff’s Department needs to be operated as a business and not place an addition burden on taxpayers. The Jail needs to be in compliance at all times, not just after the Texas Jail Standard Commission inspects and notes its deficiencies.
It costs taxpayers money to house in-mates out-of-the county; let us provide the Detention Officers with the proper training and proper equipment. No business is in existence to lose money.
For Cisneros, the perception of law and order and the image of the Sheriff are important towards economic development in the area. Cisneros would like to double the Patrol Unit Division to meet the Law Enforcement needs of a growing population in unincorporated areas of the county and the curtail the Border Violence. Additional staff, trainings, and equipment can be secured through federal and state grants.
I am a Public Servant and as your Sheriff we are here to better serve our citizens and our community.

Omar Lucio is an over-the-hill politico who needs to go. His relationship with Cameron County Dumbokrats is too tight. He refused to arrest Aurora de la Garza's son Joey when charged with fraud...for stealing from a hospice. Omar hands ouit favors to the Dumbokrats and kisses political ass to stay on the job. Some say Lucio is senile already and his minions are in charge. Omar Lucio needs to be replaced.

Ohh and those of you that think Cisneros is a better candidate for the sheriff's office must not know that last term Cisnoros was running for the Republican Party and since he lost he changed to the Democratic Party thinking that just maybe he might have a chance this one time. Well think again, he doesn't have a slim chance for the fact that as a repiblican he count even pick up 1/3 of the votes. He is a lame, self motivated, ignorant and dispicable man not to mention how corrupt and money interested he is all around. He only cares and looks out for his well being, just becuase he was a Trooper he thinks thats all is needed to be a good Sheriff, well no. All he is promising are just open air ideas bc reality is far from coming true, the county has no money for what he is promising the people in his campains. Instead Cisneros you should go out and fix your outstanding tickets with the state and get your self a valid driver's licence. Joe, you would walk away with pies when the Hgn. Station BBQ in the rear parking lot. Ask his first wife, who took him to the cleaners. Ask Joe Cisneros about the times that he refused to give money at the Harlingen Office of DPS when they held functions? Ask Joe Cisneros why he hid five to six vehicles behind the HPD when he was getting divorce from L. Q. of Rio Hondo, TX? Ask Joe Cisneros about the stuff that he borrowed with or without permission and then conveniently lost them and would not replace at all even with ribbing and reminders? Ask Joe Cisneros about after years of dating I., court reporter, he just dropped her like a hot rock and then marry a doctor's daughter? Ask Joe Cisneros why he had to get divorced from that doctor's daughter, which was his cash cow? Joe Cisneros unfortunately has time to campaign since he doesn't have a job. Joe Cisneros will know tell people to vote for him because he did this and did that, say he is good friends with names known to you and then ask for help but wants you to dish out the money to get it done. For a minute there I thought you all were describing former sheriff Conrado Cantu. Remember when Conrado ran for Constable with only a G.E.D. and the county sent him to school to get his TCLOSE permit before he became constable. Remember how he only served 1 term as constable before he went on to run for sheriff and DEFECTED our now popular sheriff OMAR LUCIO by a long shot. Remember how Conrado Cantu became a champion for the drug cartel. And remember when Conrado and his croonies Rumaldo Rodriguez and Jerry Garcia and all the others ran around the county bullying and threatening people when they didnt support Conrado. What scares me is dont under estimate the election of Joe Cisneros. The voters of Cameron County are the stupidest voters in this state and will vote for whatever candidate sings and smiles the best. Remember this was the county that voted for Conrado Cantu. Oh and with the help of Texas State Democratic Chairman Candidate Gilberto Hinojosa. So lets not be too sure that the stupid voters of Cameron County wont vote for this monster cuz we voted for and idiot (Cantu) who didnt even finish school, and couldnt read. Thats Cameron County.
