Word has reached our listening posts that the campaign unleashed by UT Brownsville's President Juliet Garcia through her minions attempting to discredit a management evaluation of the $42 million in costs overrun on a $68 million construction bond project and raising the specter of massive faculty layoffs teed off the UT Regents and Chancellor Francisco Cigarroa.
In fact, one day after the planted article appeared in the Brownsville Herald predicting dire career futures for UTB faculty, none other than Cigarroa contacted the local daily to call the comments by the UTB spokesman "unfortunate and premature."
The spectacle of a media campaign using testimonial letters of former trustees to discredit the Spire Group report on the bond issue and the statements attributed to UTB Probost Alan Artibise and Michael Putegant, executive director of South Texas academic programs for the University of Texas System and special assistant to the provost for transition on the upcoming "rightsizing" of UTB staff left Austin fuming.
"The last thing the regents want is to get caught up in a provincial pissing match with the UT in the middle," said a UTB-TSC faculty member. "They told Garcia, Artibise and Putegant to cease and desist in no uncertain terms. One more such incident and Garcia and Putegant may be gone."
The public relations campaign to thwart the criticism that resulted from the community's knowledge of the $68 million bond issue approved by the voters that resulted in $109 million spent on the same projects so far without an end in sight, prompted an onslaught of media protestations from the UTB crowd, most directed against the consultants and the majority on the TSC board.
The "rightsizing" aspect of the media offerings came about as a result of projections that the student enrollment at the autonomous UTB campus would sharply decrease its numbers. That led to UTB administration's speculations that a significant number of UTB faculty would be let go, without assurance that they will be picked up by TSC after the UTB ranks are thinned.
"Can you imagine the work environment for those instructors now?" said the source. "Virtually everyone is walking on eggshells. No one known when their turn will come. How can anyone possibly feel comfortable working like that? And what administration of any institution of higher education would put out that kind of message to its workforce?"
Others say that as a result of the overspending – and the heavy reliance on that "leveraging" on TSC assets top cover it – the current TSC board's attempts to lower tuition and student fees has been hamstrung and might take longer than they planned.
"If the TSC board finds itself with even more encumbrances than they thought they had, it'll make things even harder for them than they thought," said a TSC majority supporter. "Whichever way you look at it, the funds are coming out of TSC or the local taxpayer. Sugar coat it if you will, but that's the truth."

Moral among the faculty and staff is about as low as it can get. Those young enough to jump ship are looking for other work. The grey heads are just hoping they can hang on until retirment.Nobody believes in the offical "better days are ahead" line of nonsense coming from top administrators.

Juliet has had her cheeks slapped by UT System and she surely can't be happy with that. Juliet has been a "Queen" for so long that being treated as a mortal must be deflating for her and for her "committee" that has worked to perserve her "royalty" for so long. Juliet is now a mere mortal and we all should be glad.
The new TSC President, Dr. Tecero, is a very personable and engaging person who surely has the best interets of this commiunity in their planning. Unlike Queen Juliet Garcia, this lady is simple, quiet, and surely a public servant. We should be happy to see a new, public servant, come to our city to advance the education of our students.
I was on campus today in one of the departments talking with four of the young professors and a couple of the tenured profs. One could cut the tension with a knife. No one has any idea what will actually happen next Fall Semester. They all are looking for jobs elsewhere. The lack of respect for President Garcia from those profs was dramatic. All of them consider her a "has been" and a failure.

I am supportive of a separate TSC and I am also supportive of the majority of the Board of Trustees, but I am concerned that there isn't much being made public regarding where TSC stands now for the coming Fall Semester 2012. Will classes be held? When will faculty be employed and departments organized?
In the sophomore level courses I have taught for UTB/TSC, the students have almost totally indicated they will opt for UTB and not for TSC, if they have that choice. How about at the high school level in Brownsville? Are the high school students indicating that they prefer one institution over the other>

What does this sort of idiotic ranting do but maybe make you feel better? You move the conversation lower to the level of non-humans. Try to think and then actually say something that can be discussed intelligently or, at least, that informs. We need information and we need discussion. We do not need the stupidity of bar room drunks.
The TSC folks are holding their cards close to their chests so UTB won't try and sabotage the plans before they can take wings.

Question to the knowledgeable, what would have happened to enrollment and tuition and job security had the Partnership been a reality? Really ,I want to know.
The answer is hard to say. Because of the ridiculous mismanagement that has characterized the old regime for many years, it is reasonable to assume that the quest for more local funds would only have gotten worse. That said, employment and job security might well have suffered as students found affordable alternatives at places like TSTC and the community college in McAllen.
