The question posed at the top of this post is now being asked more frequently by a growing number of Cameron County administrators and commissioners as they become aware of the bloated salaries commanded by some county employees, often time the result of double dipping into other entities' pockets.
The most glaring of all is probably that of County Supervisor Pete Sepulveda and his assistant David "Do Nothing" Garcia.
Garcia, a political hire holdover from the bad old days of Gilbert Hinojosa, has been riding the county's gravy train for the better part of a decade, earning a combined $186,900 a year from his $111,900 salary from the county and an additional $75,000 from the Cameron County Regional Mobility Authority (CCRMA).The justification for hiring Garcia was that he had worked for Solomon Ortiz for close to a decade and had the ear of Ortiz's assistant Lencho Rendon. He has ridden that claim to fame even after Hinojosa and Ortiz were kicked out of office. In other words, his raison d'etre has long since disappeared.
Likewise, Sepulveda in February 2012 was named executive director of the CCRMA, which in a press release stated he would stay in the county for a transition period. It has almost been a year and the transition has not happened and Sepulveda and his able assistant continue to double dip as do others in the CCRMA and the county.
In fact, at least six other on the regular county payroll also command attractive candy money from the CCRMA at the same time they are drawing their annual salary from the county.
Put it in this perspective. Garcia takes home more than $7,500 every two weeks for his troubles.
And what are his troubles? Let's just say he is a modern-day Atlas if we are to believe he and Sepulveda can actually administer the departments they are paid to run. The source of both of these men's salaries come from at least four different departments within the county and the CCRMA.

What, a reasonable person may ask, can he Garcia possibly do to command a salary higher than the commissioners and than any other county elected official including Cascos and Sheriff Omar Lucio?
Other employees besides Garcia and Sepulveda drawing a pretty penny from the CCRMA in addition to their salaries include court legal counsel Dylbia Jefferies Vega, $1,100 Martha Auditor Galarza who takes home an extra $800 a month, Sylvia DeHoyos, $400, Maria Robles, $450, Jesus Martin Peña, $200, and Hendrick Quelhorst, $125.
When he left, Hinojosa tried to saddle the county with a special department where he placed some of his protected employees only to have Cascos dismantle it for being redundant of tasks performed at other departments. Garcia has been able to stay under the radar so far. However, there are murmurs in the underbrush that that might not last for too much longer.

This news is absolutely disgusting. All that money could fund a grants department to bring in revenue. All that money could do so much more for the common good than line the pockets of a bunch of career grifters. We're still drowning in the wake of Gilberto Hinojosa.

I am sure that David Garcia works very hard for his money. He has very strong conections with Fil Vela and John Cornyn's office. Without him the legislative agenda of Cameron County would be zero because no one there is competent on the issues. He has brought Cameron County millions that people do not know about, so they should not be commenting without knowing anything on the matter. He is well respected by the whole commission, that should say something, but ignorant people will be just that, ignorant. He earns every penny he gets and more!

I am sure he does much more than any elected official, so he deserves to make more. He helps administer the day to day ops of the County on what should be a full time basis. Almost all of the elected officials are part timers who own businesses. That said, I don't think it is right that he can draw full time salaries from two different entitites. Unless he's able to duplicate himself, or unless he puts in 80 hours of work each week. If the RMA had millions in toll revenue, it might be different, but for now, he is only part time at each, and should be paid as such. Same for Petey!

Has Garcia really brought any money to the county?? There is no evidence that the public is award of. If he is a "consultant" or "lobbyist" for the county, let's make that his job and not pretend that he has a day job in the county. If our elected officials can't lobby for the county; then perhaps we need to elect people who can. Or, is this situation just another example of the lack of leadership (huevos) by elected officials to end corruption in the county....to end the legacy of corruption left behind by Gilberto Hinojosa and Solomon Ortiz? And, as long as the voters don't care....nothing will change.
Where are any "reasonable" people in Cameron County to care about this. We have the arrogance of elected officials and the ignorance of the majority of voters. Neither group is "reasonable". Many citizens are enthralled with entertainment and being entertained. The recent hit movie "Lincoln", which focuses on the efforts to pass the 13th Amendment to the U.S. Constitution has been playing at SPI....and not in Brownsville (don't know about Harlingen). Why not in Brownsville?? It is a "reasonable" and very well done movie which I found engaging. Unlike "Dumb and Dumber" which continued in Brownsville theaters for weeks, "Lincoln" reaquires an appreciation for English and for history..."reasonable" expectations outside of Brownsville. Cameron County does not have "reasonable" expectations; it has "dumb and dumber" expectations.

I have brought this matter to the attention of Cameron County legal department only to be rebuked that he is worth every penney to the County. This man's salary is an embarrassment and a slap in the face to every Cameron County working stiff who earns an hourly wage. But you know what? it is not David's fault that he is being paid such an outrageous salary, it is the fault of the County Commissioners that they have knowingly allowed this abuse of County resources to continue. We need to Vote Cascos out of office. We need vote Benavides out of office. THROW THE BUMS Out!

Sounds like Garcia is a lobbyist according to your description... i know quite a few lobbyist in DC that work with local jurisdictions and they don't get paid any where near that from one govt.

There are alot of County employees that work very hard for thier salary day in and day out. They have not gotten a raise in years, but they do not complain because they are glad to have a job. County employees are not dumb, they know what Mr. Garcia does and it does not merit his salary. Do not tell me that he works harder than five sheriff deputies making less than forty thousand a year. He makes almost two hundred thyousand dollars! You can not tell me that he deserves what a combined five deputies make...no way.

Mr. Garcia himself works very hard day in and day out, and no he doesn't complain nor ask for a raise, and yes he works the least 60 hours a week. As a county resident (outside city) I can assure you that sheriff deputies are lazy and turn the other way when they come across a situation. They are slow to respond to calls and plain lazy, so they deserve nothing more than they are already paid.
