Back in the 1990s, the Cameron County Republican Party was choosing its chairman in a conference room at a hotel in South Padre Island.
Frank Morris was chairman then and he sat watching the proceedings at a table where I was seated along with the late Tony Garcia, a candidate for Precinct 1 commissioner of Cameron County.
Morris had sen the Hispanic growth curve coming and had helped Tony Garza become the first Republican county judge since Reconstruction. His sitting at the table with us showed he hoped the rest of the party faithful would get the point.
Along with us sat Oscar X. Garcia, Tony Garza's campaign treasurer in both his successful elections for county judge.
The only other candidate for county chair was an elderly woman with the stereotypical beached blond hair. She lived, I believe, in Laguna Heights. After she made her spiel, Oscar rose and told the GOP faithful of his humble beginnings, his newspaper route, his struggle through college, and his eventual success at becoming an attorney. He never once mentioned the word Hispanic.
When the vote was taken, Oscar came in a distant second.
"They just don't get it," Morris muttered dejectedly.
Well, it is obvious that Texas Governor Rick Perry did.
He has just appointed Garcia, now living in of Port Isabel, as judge of the 357th Judicial District Court in Cameron County for a term to expire at the next general election.
He is is an attorney in private practice. He is a member of the State Bar of Texas, and a past member of the College of the State Bar of Texas and State Bar of Texas Grievance Panel. He is also a past board member of the Texas State Board of Dental Examiners.
Garcia received a bachelor's degree and a law degree from The University of Texas at Austin.
This appointment is subject to Senate confirmation.

I KNOW GARCIA AND I THINK HE'LL MAKE A GREAT JUDGE..HAVE NOT HEARD ANY BAD ABOUT HIM. WAY TO GO GARCIA.
A good man.
Probably a good thing to have a judge that is not part of the Brownsville legal clique of corrupt Democrats.
The question will be if he can survive and next general election when he will have to run.
Have no idea who he is? Never saw in court or in a trial.
