In a classic example of the shell game, the Brownsville Independent School District budget committee and administration has pulled the rug from under its teachers.
According to people who attended the budget workshops, it appears that the administration has decided that it won't include a 1 percent raise (about $2,000) for its long-suffering teachers and instead will include a $1,500 stipend for administrators.
The estimated stipend for teachers was based on a 1 percent calculation on this year's $524.2 million operating budget for the 2014-2015 school year. BISD Superintendent Carl A. Montoya said during the meeting that the administration was withdrawing the pay raise proposal.
Both John Clark, of the Brownsville Classroom teachers Association and Patrick Hammas, of the Association of Brownsville Educators, said they disagreed with Montoya that the district opt to study pay raises for the next budget cycle.
The Brownsville Herald reported that Clark said Montoya's logic was faulty “because there’s no money being saved this year that will go into raises for next year.”
Hammas complained that said for the second time in three years the proposed raises had been put on the table and pulled off at the last minute.
Now, we're not cynical by nature, but if the administrative stipend (or raise) goes through, which school board member's family would profit the most? How many relatives does BISD president Otis Powers have on the district's payroll?
Like we said, we're not cynical, just a mite skeptical.

The problem we here is very simple. A great majority of BISD employees do not even vote nor are members of their Associations . That's why we have creepy, non qualified , intellectually shallow minds. A Supt. who is applying else where for higher pay; a shyster lawyer who is paid an obscene salary, some Board Members on the take. (Bribery). Some administrators unworthy of their 120,000 dollars salalary, .... No need to continue. Go figure.

You realize if a 1% increase comes to about $2,000 this means the teachers are making about $200,000/year. Either your math is off or these teachers are really, really well paid.
The only reason the adminisrative stipend will go through is to pacify the principals that were surpassed in salary by Arambula. The board royally screwed up by giving him a raise. His position is one of the least needed and he performs equally so. BISD's board will remain mute on these indefensible decisions. So sad.

Administrators in BISD make too much money as is....to continually produce such illiterate graduates that must undergo remedial training at TSC, UTB the school of choice. We need to hold all "stipends" until the quality of education improves. No raises, no stipends for anyone!
I would like to see what the board would do if all the teachers went on strike. Do you think the board would start negotiations to give our hard working teachers a raise. They as the ones that go thru the most dealing with the children all day. . They all deserve a raise
Carl Montoya and the board majority have been taking care of their buddies to keep them quiet. Such as Salazar' criminal background and other personnel matters.
Teachers will NOT go on strike because it is ILLEGAL in Texas for public school teachers to strike and they can all get fired.
MOST BISD administrators and some teachers live above their means and that is why they are always asking for pay raises. There are very few "old timers" left in the trenches that work in education because they really care about the students. How many football, baseball, basketball and even soccer coaches have gone beyond regional playoffs in the last 5 years? How many of them are STILL in their positions without accountability? IF there were no stipends for English, math, science and social studies teachers for tutorial, how many of them would teach for free two or three hours daily? What about the teachers in other subjects that dont get stipends?
What do administrators do? ORDER THEIR SUBORDINATES who actually do the work, and they are the ones who get the credit if things come out good. As the saying goes in spanish "Unos son los que corretean la liebre y otros son los que la alcanzan".
^Some people do the work while others get all the credit.
Not every BISD teacher deserves a raise; while there are SOME good, dedicated, knowledgeable people, there are also others that give out worksheets all year long while they sit behind a desk all day long but they cannot come up with a fair system if the system is corrupted at the top.
It is illegal for teachers to strike in Texas; but hundreds could call in Sick. The board would shit in their pants and maybe act for their ineptness.
As a teacher we all know that Powers is on the take with crooked insurance contracts. That guy from Colonial keeps Powers in style . It is a matter of time this kind of crap will catch up on them. Indictments will follow and include some administrators.
I hope all certified educators come together and call in sick for the first 10 days of school. So the board members can get the stick they all have in their ass. Do the educators can get something done a pay raise
The guy from Colonial had the contract even when Powers was not on the board. Don't blame Powers he is not the only one who votes.
The reason Mendoza was hired as finance officer is simply because he allows himself to be used for some of the board's shady deals. He has a dismal record elsewhere.
What about the non-professional staff? Secretaries, paras, bus drivers, maintain.,etc. Where is our AOBE to help? Is there nothing for us? We never get the credit....

There's a big difference between striking and organizing a union. In the final analysis, federal law on unions supersedes state law on striking. I'ma thinkin' that BISD teachers should organize a union. That Shergold lawyer guy should know how to do it. Hah, then the teachers would run the system and not the inept and lazy administrators.
Mendoza was hired for a purpose; to approve crooked contracts for certain board members to fill their deep pockets. Otis ? M. Petunia Pigg?

Someone had suggested that I take a look at bisd salaries because there are some people on there that are drawing ridiculous high salaries. Well sure enough one that stands out was at Lincoln Park drawing something like $64,000.00. This person is VERY connected to an elementary principal. This is shocking because I don't think this person even has 20 years experience and maybe isn't fully certified. The website has latest info from 2012 so maybe this person is making more now. Teachers with lots of experience don't even make that. There is another teacher at Pace earning too much for years of experience.
I don't know which board is more incompetent. bISD or the present Tsc board. Hay veremos.
Ha! The only time teachers get politically active is when pay raises come around. If they knew the power they hold they could elect boards that would be education oriented and favoring their interests as well.

Citizens should demand that the BISD board, lawyer, CFO,top administrators be investigated. Review / re-open the independent and internal audits. Question why the DA did not indict Chirinos as recommended in both audits. Get rid of all the corrupt thieves, And maybe then teachers might feel it's worth voting and organizing.
Look at McAllen teachers. Those that belonged to their professional association were paid for their labor.

The independent audit was a fraud. It was just a way for Caty the Raty to put employees down.

Why you ask? Because if you had brains you would be able to hold down a good paying job, have hard earned money in your pocket, be surrounded by true friends and a good family unit. Think about.
