If he had listened to the comments of local attorney Jim Young before the Cameron County Commissioners Court at their last meeting, Luis would have gotten an earful.
In his comments, Young outlined the unilateral changes to the conditions for Pre-Trial Diversion program for first-time offenders that included reporting to the private commercial drug-testing firm Avertest 365 days a year, a $500 fee to the DA's Office to participate as well as a $720 probation fees. They want all this paid in advance. During the first months of Avertest testing, some participants have had to submit to humiliating urine testing before a staffer four times in one week.
Additionally, the $7 fee for conducting a urinalysis has skyrocketed to $25 per exam. In some cases, defendants are required to leave their work site to report to the two Avertest stations to submit to the testing.
Not only do first-time offenders have to report more than those who have been convicted of federal felonies, they do so under the threat that if they do not, they will be excluded from the program and go through the customary legal process. That is a route many local attorneys have chosen for their clients. In fact, they claim that some of the defendants committed offenses that had nothing to do with alcohol or drugs and are required to take the expensive tests anyway by the DA's Office although that was never mentioned in the PTD program contract.
"Instead of making money to an outside firm (Virginia), I just tell my clients to avoid the PRD program and go through the courts and serve regular probation," said one. "Many of them are low-income people who must leave work to provide the sample and then have to pay $25 to do it. This will hurt their families, especially this Christmas and the DA doesn't seem to care."

Keep listening to Mellissa Zamora Luis and you will lose by a huge margin. No one trusts her and you. Both of you had a lot of baggage from the past adding more bad baggage in the last 3 years that you been in office. Your PR is terrible.
