OVERZEALOUS TRAFFIC COPS IN COMBES KILLING BUSINESS?

For the past few years, residents and local businesses in the 3,000- resident city of Combes have complained that overzealous police department has made traffic citations a revenue generator while driving away economic development and business.
"People avoid even coming through Combes anymore," said a local resident. "They have heard about the cops handing out tickets like nobody's business. It has become an industry for them."
Records available from the Texas Commission on Law Enforcement (TCOLE) seem to support their assertions.
The numbers released by the Combes Police Dept. indicate that they issued 2,521 traffic citations, almost one per resident. By contrast, the Cameron County Sheriff's Dept. reported issuing only 2,517.
The numbers were available in the entities' racial profiling report required by the state.
La Feria, for example, only reported issuing 1,528 traffic citations and Port Isabel only 1,308, thousands less than little Combes. The town barely cover three square miles.
And, until the practice of using only one towing service ( Los Fresnos Ramiro Sanchez's All Valley Wide Towing) was discontinued, the majority of the cars towed away as a result of the unusually high number of traffic citations issued by the Combes cops went there.
The city instituted a towing service rotation soon after a series of articles appeared in the Valley Morning Star written by Emma Perez-TreviƱo.
"Amid figures showing that vehicle impoundments climbed nearly 700 percent in two years in this town north of Harlingen, and almost all the business was directed to one vendor last year, officials said they have addressed concerns of favoritism in the use of towing services," Emma wrote.
Residents say that the obvious cozy relationship between the local cops and Sanchez had reached the point where they questioned whether there was some payback arrangement between that firm and the police department.
In 2012, for example, 177 out of 179 vehicle impoundments were directed to Sanchez, a former Cameron County Constable.
"It was getting pretty bad," said a Combes resident. "One time they stopped a guy who owns a fleet of company vehicles and he didn't have a copy of the fleet insurance in his car. He asked the officer if he could call his wife to bring it to him. She was only a few blocks away. The officer didn't allow him to do it and had his car towed away by Sanchez in Los Fresnos.
Combes residents say that not only does the police department charge a $10 local fee, but that they also tack on a $75 "federal" fee on top of whatever the towing company charges for hauling the vehicle away and the additional impoundment charge.
"They are using the tickets as a form of raising revenue for the city instead of a service to serve and protect the residents," said the man.
 Combes Police Chief Patrick Quill has defended this department's actions and denied that there had been any collusion Sanchez and his department.
He said that business had been directed to All Valley Wide because there had been some issues with other firms and All Valley Wide, “provided the best services,” and rotation had not been a requirement.
Quill said that the relationship did not result from favoritism. “That would be absolutely untrue because when I came into Combes, I had no relation with anyone, either here at the town or with All Valley Wide Towing.”
\Whether Quill's statement are believable given the numbers produced indicating a clear favoritism is left to the reader to decide. However, a cursory glance at the Combes budget indicates that – unlike other Cameron County cities and towns – a significant portion of the city's budget comes from municipal fines, mostly traffic citations.
In the Fiscal 2016 budget, fines make up $433,000 of the total 1,252,646 in revenues,or about 34.57 more than one third of the total.
I-10 between San Antobnio and Austin has Schertz, the co-called Valley of the Bears. And everyone knows better than to go faster than the speed limit in Los Fresnos, a citywide speed trap.
But Combes residents say that it police department has made an industry out of traffic citations and it's hurting the little business generate there.
"It's killing businesses here," said one. "Nobody is coming here anymore and businesses who were planning on coming have grown discouraged because of the overzealous enforcement of traffic laws and the issuing of the citations. This has to change."

That why people of combes, look at whom you vote and hire. Get educated on who gets hire because then this things happen. Who to the neeting, that's if they have. Chief come out of your man cave..people of combes don't bite. Don't be making money of the hardworking hispanics and mexicans..lol

First off your a total idiot , it's every persons responsibility under the motor vehicle liability act to have on request their proof of insurance ..Not have your wife bring it to you when you get stopped !!!. And secondly , you are focused on the wrong problem here . Instead of making a point as to how many citations are being issued , focus on how many speeders, no seat belt violations , and the fact that people don't respect the price ledge of driving.. It's not a constitutional right to drive !!!, it's a privilege ... Why don't you track down all the people who commit the violations and ask their opinion ? I'm sure they're all inosent .

I have read your articles for about two years now and always enjoyed the information and when I saw this I really took interest. As a retiree who has made Combes my home for the last five years I was really surprised to see an article like this. Our police have been nothing less than professional when I have spoken to them, so this did spark my interest and wanted to check and see if this was true especially since it was said that there was nearly one ticket per resident issued. So, I went to city hall and discovered something, this information is almost entirely incorrect. If you are going to write a story please research it before printing it. What I found out was that in this small town of 3000 people there were 18,118,600 cars in the city last year (got this from TXDOT). That is 49,640 drivers a day. But only 2,521 traffic stops were conducted, that means 0.014% of the over 18 million drivers got a ticket for some traffic violation they committed. Of those 2,521 only 115 of them were residents of Combes (got this from the police department), which is 4.6% of residents. Do the math and that means that 95.4% of the people that live in Combes did not get stopped by the police. That is a very long stretch from “almost one ticket per resident”. I came to Combes because it is a quiet small town and in the last 5 years I have seen business coming into Combes not leaving. Example – a multi-million dollar truck stop and a vet/country store that is never short on business.
I also learned that the town does not cover “barely three square miles” but is actually 11 square miles. This is a lot to cover with only a few police officers. I also discovered that the information from the towing issue that you brought up was from 2011 and 2012. That is very dated information you are trying to base a current article on. The Chief of Police was kind enough to speak to me today and explain what you called a “federal” fee. It is a “governmental fee” and he explained that the Texas Department of License and Regulation could verify that its use is legal. A quick call to them cleared that right up. The Chief and City Secretary were very helpful in explaining the towing information. It took less than an hour and a half to learn all of this. As a writer I would think you would take a little time and learn all the facts before printing something.
You said in your article that it is up to the reader to decide if the police were telling the truth but you did not give accurate information. If I did not have the time as I do now, I would not have gotten the facts and learned the truth about this situation. It is not fair for you to do this to your readers. I will not count on your writing for facts ever again.

Montoya did you even talk to the cops? I’ve lived here all my life and things are good here now. I know you only talked to Marroquin. He is the only one ALWAYS bitching about the cops.

Why haven’t the cops investigated 107 cutz and the cops lots of constables and primera cop that go there? Was there when a cop was getting haircut and guys talking about dope right in front of them. Marroquin is a broker. Check him out…

Well said @alphabet534... also, Combes is a great place to live ! Safe Community! The only businesses that don't want to be in Combes are game rooms ... Hats off to Combes PD! Best reputable police department...

I have lived in Combes, Texas last 10 years and all the cops do is give tickets. what happened to the old fashion police patrol? I wanted to build a small subway at one time but no way, even the Mayor closed his business on the corner because of slow business. I guess it might be the cops!!

I know the Chief personally and I do reserve policing there at the PD. When I do help out, all the chief does is go outside to smoke. I have heard him say numbers are down give more tickets. He also was involved with the tow pricing plot the newspaper uncovered. WOW!!!!

Really you do reserve policing in Combes? So if you knew about the so called "plot" why didn't you speak up. Nothing was uncovered fool, no facts, no back up... Get your head out of your ass so called police...

As a matter of fact other police departments are passing ordinances to collect a "governmental fee".... I'd rather be in an accident with insured vehicles then the "non insured".....

I called combes PD and city and they said no one has requested for info that you are providing here. There is a process for requesting info.;)

I really doubt you called, Combes PD will not have any answers for public information, unless you spoke to Town Secretary or Chief of Police directly, they are the public information request officers.

That's correct at April 14, 2016 6:27 pm. All their department is straight arrow, starting from the top Chief Quill, I wish all police departments had good leadership as Chief Quill provides, happy employees make happy town.
