We always thought that the $220,000 salary and $6,646 annual car allowance the City of Brownsville paid Charlie Cabler for acting like a city manager was too much for him delivering so little in return.
And we thought that the 2007 contract inked by Cabler and then-mayor Eddie Treviño was overly generous in that it granted Good 'Ole Charlie 260 days of accrued leave pay whether he left voluntarily or involuntarily.
Well, as you can see in the pay stub on the right, Charlie leaves the manager's office October 12 with a golden parachute of $219,973 to speed him on his way.
And to think that we can look back on his 39 years in public service on a legacy of leaving the city in a mess. The city is being run by Assistant City Manager Pete Gonzalez (who signed off on the check) and Deputy manager Michael Lopez.
There is no permanent fire chief, and interim chief Jarrett Sheldon is said to have been part of the Carlos Elizondo administration when abuses have been documented by an audit that involved steering lucrative patient transfers to a private ambulance to the fiscal detriment of the city.The commission also has an interim city attorney who took over as legal counsel after Mark Sossi was terminated by the commission for inappropriate behavior.
Elizondo was indicted and faces arraignment this Wednesday on a charge of Theft by a Public Servant and one of Misapplication of Fiduciary Property, both third-degree felonies.
The audit also states that Cabler asserted he knew nothing about the illegal ambulance transfers until this June despite the audit committee discovery of a letter that indicates he knew about it as early as December 2016.
Through all this, Charlie leaves with a nice paycheck that on its face goes contrary to the city charter on back pay, future pay, and limits the number of money credit for unused leave.
Why should taxpayers reward this type of performance with this nice chunk of cash?

I will vote against each person who is on the commisdion that did not stand up for Brownsville on this matter. There is no reason or justification to have allowed this illegal contract that violates the city charter. This was a legal fight worth standing up for. Gutless and inexcusable.

Cabler, Pete Gonzalez, Carlos Garcia, and Luis Saenz wanted me out and framed me and called me a thief, but there is no doubt who are the thieves. All of these guys have raped the taxpayers. Post a copy of the illegal contract and the minutes, so people will know who the persons who got us here that allows our city to get raped, starting with Eddie Trevino, Ricardo Longoria, Charlie Atkinson, Carlos Cisneros (deceased) Edward Camarillo, Sally Arroyo, and Leo Garza, who voted on June 5, 2007 to give Cabler this illegal contract. Shows we elect and defend stupid people to the commission. Then you get someone like me that stood up against this type of stupidity and a lot of you went after me and through dirt and still do, just because these type of people wanted me out of the way. Goes to show how smart some of you are and we still elect the same type of people who go along by paying Cabler based on an illegal contract that goes against city charter and was based on an oral agreement with BPD union officers for votes.
I have copy of contract and minutes to post if Run Run does not have it to post. This is the most disgusting type of representation, please post the names of each member on the commission who voted to approve paying Cabler the illegal co tract, let this be the battle cry to vote each rascal out. This has to stop, hopefully some good people will run. God help us if our best is William Garza and Erasmo Castro for mayor or the commission. And Blogs better start getting their act together and be more responsible as journalist instead of compounding the problem by scaring good people from running, your vicious attacks to create false perceptions has gotten us to where we are today, which is the sewer in politics.

If any taxpayer wants to file a complain it should be with the Texas Attorney General office in Austin Texas, the public finance division, which handles all kinds of government contracts the city of Brownsville has with state agencies like for example the Texas Water Development board which has given millions to the city, just saying in case anyone is a Valente and wants to do something about this excessive payout for cabler. adios

Cantiflas, I filed a complaint against the mayor Martinez, city manager, and Eddie Trevino with the TAG, but there response was to file the complaint with the local District Attorney and I laughed.
I told him this is the DA that got himself appointed as special prosecutor and was part of the conspiracy to frame me, along with the former chief of police Carlos Garcia, Charlie Cabler and Pete Gonzalez. And they wanted to give me 30 years prison time, ruined me financially and ruined my political career.
The point is the AG will not do anything, these people have a lot of influence politically even with the FBI and are connected to high power attorneys and judges who contribute towards these individulas campaigns. Therefore, do not expect the AG to take your complaint and act upon it. I submitted the complaint regarding TENASKA, Casa Nylon, other real estate deals, and submitted documentation, including, but not limited to appraisals that proves fraud.
Do not expect the AG or law enforcement to act. They only act when it is in their best interest and it is mostly against someone without the deep political ties with money. Sorry!
I could not even get an open records request approved from the Tex AG on Tenaska, these people are so well protected. The funny part is that the AG office would not put in writing what they told me, they had a staff member call me instructing me to go to the local DA and I laughed.

The facts are that under Pete Gonzalez the log that showed who stole the check was shreded, since I had never set foot in his office it was not me. Carlos Garcia had a vendetta and went to Villalobos with Luis Saenz and an FBI agent to pressure him to indict me knowing they had nothing and Pete was under the authority of the City Manager to sign the complaint to get me indicted, both pushing to get me out of the way because they did not like my politics.
I have no interest in running for office and had no interest last time, but to my regret was persuaded. Brownsville deserves what it elects and this bully is part of the problem.
