In a letter drafted Friday, November 3, former Brownsville mayor and current Cameron County Judge Eddie Treviño, who is running for reelection, has submitted his resignation as Brownsville Public Utilities Board general counsel.The resignation was effective "immediately."
Terviño signed the resignation letter under the letterhead of his firm Treviño and Bodden Law Firm.
Sources say the letter was addressed to PUB General Manager and CEO John S. Bruciak and stated no other reason other than to say "change is good for everybody."
The PUB is no "in the able hands" of Davidson, Troilo, Ream and Garza, a firm out of San Antonio, the letter states.
Treviño goes on to commend the PUB administration with "exceptional professionalism" and for keeping the "best interests of PUB customers" in mind.
It is no secret that Treviño's days at the PUB were counted. There was already a move underway among the utility's board members to oust him. Among their complaints have been his ill-treatment of some of the members and his refusal to make public the details of the Memorandum Of Understanding (MOU) between the utility, the city and Tenaska, the private energy company who partnered with PUB to build a $500 million gas-powered electricity plant.
The city commission approved in 2013 hiking electricity, wastewater and water rates to provide the money to pay for bonds to construct it. Originally scheduled to be online this summer (2017), the plant's construction has been delayed indefinitely because there is a glut on the market and it is not economically feasible to build it. Meanwhile, PUB ratepayers continue paying the increased rates.So far, it is reported that the PUB – since the rates went into effect in early 2013 – have collected an estimated $90 million from ratepayers.
His legal fees to the utility have been a constant source of criticism. Former mayor Pat Ahumada even paid for an advertisement showing Treviño with bags of money and claiming that from 2013 through 2015, not including 2016 and 2017, his firm collected $1,395,000 from PUB.
As far as can be ascertained, his law firm was paid about $500,000 annually for their legal advice. With reelection coming, it's no wonder, they say, that he ditched PUB to deflect criticism from his political opponents.
There is no mention in the letter about who will replace the Treviño Bodden Law Firm.

The thing that is sad is Conrad Bodden, Eddie Trevino's partener is decent human being. Trvino's actions caused Conradd the contract at BPUB. Maany had warned Bodden to dump the pint sized Trvino....this is what they were warning you about Conrad.

If PUB has accumulated $90 million, the we have to question whether they looking out for the citizens or not. We cannot expect a return, we can only expect them to spend that money. Tenaska was a project like Titan Tire, tax incentives have led to nothing. Even SpaceX seems to be a slow project compared to PUB's "ghost" plant from Tenaska. While Mayor Martinez promised transparency......there has been none for projects like this. They take advantage of an ignorant and apathetic population.
Hopefully the Tenaska deal, casa Nylon, United Brownsville, city manager's illegal contract and all his dealings are investigated and he is indicted for malfeasance and organized crime with cohorts.

Trevino'd go visit Bruciak on an almost daily basis. They'd spend hours, half days in Bruciak's office. They got along well, obviously. So, in my estimation, PUB ain't seen the last of him. NOPE!

Investing the hours to generate over a million dollars over a couple of years is difficult when he's also administering the county. Math doesn't work. He's either not spending real time as the PUB attorney and getting paid or not spending time as county judge and getting paid. Either way the taxpayers and/or rate payers are getting ripped off.
