For the past few weeks after former Brownsville Fire Department Chief Carlos Elizondo was demoted, and then suspended with pay, indicted by a grand jury for theft, and then suspended without pay, this allegation has gone around.
As we know, a City of Brownsville Commission Audit and Oversight Committee report charged that Elizondo and his associate chief Ernie Estrada had instructed dispatchers to steer non-emergency transfer patients to private ambulance carrier Intercity Ambulance Services. The report further charged that at $800 a pop, the city EMS service had lost $62,000.
Many sources have asserted that Elizondo had a personal interest in the private ambulance carrier and may have been a silent partner.
The report alleged that Elizondo personally called dispatchers at least four times to call the private carrier instead of the city crews. If he had not been removed as fire chief, sources inside the department have asserted that Elizondo was planning to move to ambulance privatization, a non fire-based system an doing away with the paramedics and do away with 49 rookie department firefighters.
Back in 2000, Brownsville became the first valley city to merge its EMS service with the fire department, a move that was applauded as providing the best service for the buck to city residents. Non-emergency calls are very lucrative, and many private companies have seen the opportunity to move in and make some money. The fees for the service are usually paid by private insurance, Medicaid or Medicare. In the case of Brownsville, these non-emergency transfers provide the financial cushion that lessens the blow to local taxpayers and pays for a nice chunk of the costs associated with the fire department and EMS ambulance service.
That nice chunk of cash is what is luring private providers who want to serve patients in the city. However, the city ordinance states that the service is exclusive to Brownsville EMS and provides for a process of certification of need, licensing and other requirements before they can transfer patients inside the city. So far, there have been no ambulance firms licensed to do non-emergency transfer services in Brownsville.
In fact, the audit committee found that neither the city manager, the Health Department director, or the city manager had ever approved any company to operate here.
A few years back, the Ytrurria family donated two ambulances to the city due to the shortage of units available to serve city residents. The donation came with a requirement, though. They required that no private ambulances be allowed to compete with the city EMS units.
"Before that the city was using hearses from the funeral homes due to the shortage," remembers Jorge Lerma, current president of the Brownsville Firefighters Association. "It was more of a taxi service than anything else."
Since 1995, the association was trying to persuade the city commission through its labor agreement negotiations to implement a Fire-based EMS System, so that all firefighters in the city also be certified as paramedics. In 2000, the city accepted the proposal and the system was implemented.
Now, as private providers eye the lucrative ambulance transfer market, Lerma said he is afraid that the money to be had through this service will be handed over to the private carriers.
"We use the non-emergency transfer to train our paramedics in Brownsville," Lerma said. "These transfers provide the city with a cushion to fund the rest of the services provided through the department. In future city elections, there are going to be a lot of interests that will want to make political contributions who will want to privatize this service to the detriment of the taxpayers and the city's budget."

FYI In BROWNSVILLE the paramedics training and test taking is at a higher standard than most in the valley.These medics cannot score lower than an 80 in the national exam before fire dept gives them the green light to start serving BROWNSVILLE residents.Most other valley depts and private companies will accept the 70.

I've seen first hand how these guys get off the ambulance and get equipment and fire hoses off the fire truck to support the fireman. As a tax payer I want this to continue! There is NO price for the safety and security of my family and neighbors, if I have to pay more for cross trained fire department personnel than so be it. Private EMS is a dangerous thing. Many cities are infested with these companies fighting each other for calls, and without unified medical oversight and a standard of care in place, frequent malpractice and fraud occurs. With a Fire-Ems service, the city sets a higher standard and keeps a watching eye on the system.

Elizondo thinks he is home in Matamoros and that corruption is the norm. Corruption in government exists because the city has no leadership and city activities are not properly supervised. The City Manager is now gone, but he seems to be either in on this, or shut his eyes to the corruption of Elizondo. We need to get on with the legal processes and indict others in the city that have taken part of this process. It is unfortunate that the DA can't indict Cesar de Leon for being a racist. Tony Martinez once promised a "Code of Ethics" for Brownsville. It didn't happen. With so much corruption in city government, we need effective leadership and honest city personnel before we need a code of ethics.

Malpractice and fraud? You mean like when Intercity had underage kids working in the ambulance, or guys working for cash off the record? Or when they denied people their VA benefits so that they would be forced to use them instead? Or when they hit a bus while racing to a call without a siren, performed unauthorized medical procedures on people, and did this all on the taxpayers dime while stealing equipment and revenue from Brownsville EMS?

The proof took place behind closed doors and the truth of those who were involved will eventually be shown. I hope it didn't go as deep as some suspect, but you can bet that there are recordings and evidence that will inevitably be made public. I'm not sure what you think Lerma has to do with any of that, but you may want to at least use proper wording next time you try and insult someone for not knowing anything.

Some do not unserstand how unethical and illegal activity is justified by those who with dark hearts go about using their positions to enrich themselves and their select group of supporters. Cabler was a city manager who played ball to keep his position and earn a outrageous salary for a unexperienced city manager, but he did Atkinson's bidding, Greens and Martinez. Always being subservant and getting things done that were improper or illegal through manipulation. For instance, something illegal would be declared legal by a puppet city attorney be holding to Cable and members on the commission. The same will happen with the Ambulance matter. Mark my word, Ambulance service will be redefined to be made legal. Remember how Clinton redefined sex, so will Ambulance be redefined and all those you mentioned will be left off the hook. The Casa Nylon was legitimized by getting Judge Hanen' s wife to facilitate the deal, when the deal stunk of misuse of taxpayers monies failing to uphold their fiduciary duty to protect taxpayers. The purchase that is fraudulent based on market value was made legal to the detriment of taxpayers. This and many other deals, like Tenaska are legitimized, so watch and see, so will all the shady deals you would expect be scrutinized with the illegal activity sending people like Eddie Trevino, Marin and others who continue to commit bigger sins than the ambulance matter.
