As can be clearly seen in the above comment, a relative of the late Brownsville Independent School District Food and Nutrition Service Director Silverio Capistran seems sure that more heads will roll in the rotten babracoa case, including that of current president Cesar Lopez.
In the missive above, the anonymous writer says that Lopez was "involved" in the purchase of the spoiled babrabcoa that was processed in Mexico and sold through the Region One Buy Board cooperative purchasing pool by the BISD and La Joya ISD.
If you'll remember, a justice of the peace ruled Capistran's death a suicide, although the writer above seems to know something about the "so-called" suicide.
Up to now all we know about the bad meat was that the United States Department of Agriculture agents were called to investigate the use of federal funds to buy the Mexico-processed meat. And even thought Superintendent Esperanza Zendejas denied it was Mexican meat, others have asserted that it was and that the district asserted it was not to divert attention from the purchase.
Now we know that right after the bad meat was discovered, Capistran had a large amount sent to La Joya ISD without explanation. A few weeks later, his body was discovered in his pickup truck that was backed up into his parking space at his apartment.
That triggered red flags among his family members who said he never backed up into the space and that the front looked as if it had been pushed there. Among the items recovered by law enforcement (and later given to the FBI) was a phone where relatives say he kept a ledger of his business dealings with the names of his fellow "investors," their return on the investment, and what he was owed for his "cut."
They Buy Board reference is of special interest because not only was the barbacoa company (Valco) a member, but the Brownsville ad and digital graphics company Grafik Spot was a Buy Board member as well. Both of these companies did extensive business with BISD through the FNS department headed by Capistran.
The link to Lopez is that he is the Buy Board representative for the South Texas area that includes Region One, even though he abstains from voting on any Buy Board purchase as a board member. After Capistran's demise, some BISD administrators were astounded to find massive amounts of purchases from Grafik Spot stored in the district's warehouses, including crates full of cafeteria liners purchased in container-sized lots. There were also boxes of Chinese food containers for use in the cafeterias and backpacks that the district gave out to students included among the services provided, we have been told. An information request to the district for all payments made to Grafik Spot for the past five years and the items purchased has resulted in the district objecting to the request and submitting their objections to the Texas Attorney General. In its letter to the AG's Office, the district's attorney Miguel Salinas listed exceptions to the Texas Public Information Act of the Texas Government Code Section 551.001 which defines Open and Closed meetings(?).
He also listed Section 552.154, which states that "the name of an applicant for the position of executive director, chief investment officer, or chief audit executive of the Teacher Retirement System of Texas is excepted from the requirements..."(?)
We – not being lawyers – are mystified with all that as a justification to exempt the information from the TPIA, but we'll know soon enough.

Whatever the outcome of the request, we will await the BISD's letter to the AG's Office explaining their justifications not to release the information to the public. It is, after all, the public's money and they deserve to know whether there was any hanky panky is its use.

Sounds like reading news from Washington.....seems like everyone knows they are crroks, but no one is ever indicted. BISD is the most corrupt local government...the BISD Trustees should be called the BISD Mordida Trust. Time for these criminals to be indicted and time for the "swamp" to be drained in BISD...Top Down! Is the DA investigating???????? Is there no one in BISD with a pair of "huevos" who is not afraid to step up and "blow the whistle" on these criminals.
And, speaking of "questionable" issues; what ever happened regarding the Cameron County computers that ended up in the "pulga" with citizen information still on the hard drive?????? Channel 5 bought some of the computers for news, but then I guess they forgot. So much of "Five on Your Side"! Just another piece of shit under the local rug.

As taxpayers and concerned parents we should demand an external investigation! Baltazar is a crook and will sweep everything under the rug! Would you put the burglar to guard the bank???
The move to make the BISD a District of Innovation will only give the School Board and the Administration more autonomy and less oversight. The process of making the the BISD a DOI is almost complete and most people in Brownsville do not know or don't care about what is going to happen to the School District that you the citizens of Brownsville pay for.

I would expect more of those teacher association folks grilling the Board Members meeting after meeting about this DOI stuff, but instead they use up their 2 mins on self-promotion and buttering up the board. the hammons guy does the same act every board meeting. hammons works hard to get the monthly dues. on another note, the bisd glass palace parking lot is like a matamoros parking lot. full of pot holes, uneven, and floods easily and dirty. can someone tell coach joe rod that it needs to get renovated like a sports field to get it done. 5% can go back to him or tell lopez to look up vendors in the buyboard for this. give something back to the employees. poor employees can walk out and trip and fall, talk about workers comp claims.

I agree with earlier posts...Miguel Salinas is a pushover, he couldn't make it on his own as a lawyer. Just look at him, he's a wimp who jumps when Zendejas and Board tell him to. We at the main Office have no RESPECT for him or his abilities, he has none. As Lawyers for the BISD, (Salazar & Salinas are part of the problem. Both are hiding issues from the public. Salinas is a real moron just happy that Zendejas and the Board gave him a job. Salinas, a lost SOUL.

We are sitting back waiting for Cesar's indictment to join Elizondo and Atkinson. Maybe it will be just another "sealed indictment" that soon disappears??
The District of Innovation aspects in any district are those of one of the seven areas permitted. However, the school board will give it final approval for whatever area will be implemented. Besides that, the members of the district committee that is made up of school employees from each campus will be the final ones allowing this to go before the board, so nothing can be passed if the committee and the board do not approve it. SOOOOOOOOOO, it is up to us to make sure that we know who we elect to represent us from each campus on the district committee and make sure they vote how we instructed them to and also, make an effort to actually go vote for board members. That in it self is the biggest challenge, because we have been burned so bad, that we are never sure whom to vote for. Todos son una bola de ratas, and I can say that the only one who seems to be doing an honest job is the young lady, Ms. Perez-Reyes, who tells it like it is and studies the problem -whether you like her or not or will vote for her or not.
Belive what you want, you give this bunch of yahooz running BISD an inch and they take a mile, knowing that as they skim the gavey most of the rank and file don't care.
