It's little wonder that for the last few decades Brownsville's progress moved along at about quarter speed with even much smaller, far less charismatic Harlingen whipping its ass with regularity.
Stating it bluntly, Bernal inherited an administration whose engineering director was a non-engineer, an incompetent in public works, a head of the library without a degree in library science or anything else and a transit system hemorrhaging money and a history of horribly frequent breakdowns.
It's the way of compradrismo, a system in which your resume' is who you know or, better yet, WHAT you know about someone in power.
It was also the way of Charlie Cabler, Bernal's predecessor, who was plucked from the ranks of cop to be first an Assistant City Manager, then City Manager, something he'd never studied or trained for, causing many to scratch their heads in wonderment about who or what he knew to be elevated to that position.
Cabler's tenure seemed almost visionless, simply maintaining, not growing, only putting out fires.

Guerra worked his way up from there and eventually went on to get his Masters in Library Science at North Texas (Denton) in 2002 and came back to work for the city. He graduated from Denton with a 3.75 GPA. Over time (more than 16 years), he has been promoted to the top spot of City Library Director and now earns – according to city salary records – $64,426 a year.
Hedgecock, the big guy in the dark suit with striped tie, is Brownsville's Public information Services Director. He came to work for the city as a computer technician from Harlingen in 1993 where he ran a magazine printing service. He started at $7.96 per hour.
Over the years Hedgecock rose through the ranks to automation technologist, systems analyst, etc., and filled in when there was an vacancy as assistant librarian, acting library director, acting supervisor, etc., Then, when an opening for head of Informational Services in 2006, he applied and made the top three.
The evaluator at the time said Hedgecock got along well with others and knew his way around the system. Among his friends was former city manager Charlie Cabler who regularly approved raises and promotions for Jerry.
The educational requirements were for "A bachelor's degree or education and training equivalent to four years of college education in business, liberal arts, or four or more years in the appropriate field."
That sealed it for Jerry and the evaluator chose him over two other applicants, even though he only has a GED, a high-school diploma equivalence one gets when you don't complete regular high school.
His personnel file is crammed with certificates of attendance to diverse one-day seminars from "Keeping Your Cool," "Sexual Harassment," "Bullying," FEMA Hurricane Awareness and Emergency Management, and the like, as does Guerra's.
Right now he is listed in the city salary schedule making $78,132, almost $14,000 more than Guerra with his Master's Degree.)

What about that human service dept. guy that defended the hiring of this library guy is he on the chopping block also he should be!!! He came on this blog during working hours.
He also lives in Harlingen so we heard.

Compadrismo, nepotism and cronysm are what keeps Brownsville and BISD from ever progressing. As it was stated...inept employees only are barely able to maintain. In BISD's case, they can't even maintain.That is why they are losing students.
City rumor is that Jerry Hedgecock is operating his personal business from within the library.
Why was Hedgecock allowed to make up a manager position for one of his cronys from Harlingen with no library degree? Why was Hedgecock allowed to hire 2 sisters from Harlingen with no degrees in libraries for management positions? They currently hold this positions.
So called Engineering Director, Carlos Lastra, for many years has had two inept assistants Engineers. The time has finally arrived, where he will be dealt with. Removing the department would be cost saving for the city. The next to go, should be Purchasing Director, Robert Luna. He was one of Cabler's favorites and great kickback money-maker. Oscar Salinas will be dealt with very soon, and I see more heads rolling in the future.
The local power structure will have Bernal for lunch, if he trys to institute any kind of merit system into Brownsville public service. The whole system is built around palanca and will fold like a house of cards, if any significant changes are made.
Hey wait a minute didn't he hired his gir friend from up north what a two head, you can't do it but "I" can same picture differnt title...
Why was the former HR director allowed to keep his $86,000 a year salary? Why was the now demoted Health director allowed to keep his $100,000 a year salary? Why was the former Planing and Zoning director allowed to keep her $90,000 a year salary? Obviously, these individuals were unqualified to perform their jobs, so why we, the taxpayers footing the bill for their outrageous salaries? Time to get down to real business and do something about this terrible mistakes.
Library is very clean and very active and very well run.

The taxpayers NEED to know where the abuse of funds and other illegal activities in government are. Juan is doing a great job to keep everything legal by exposing those illegal acts. We thank him for that unlike you. You want to hide corruption. Corruption is exspensive and costing us a lot of taxpayers monies. Its call checks and balances, and you write like you just got your GED...
All libraries are clean and very active and remarkable but not run by a director with a GED. Just think what if your son or daughter went to schoo and got a masters or ph,d and is by-passed by a person with a GED? JUST THINK
Hedgehog has always managed to cover up and skirt scandal. There is plenty of dirt if the new city manager will just listen well. The protection racket at COB must end!
Watch him get demoted and keep his 100k salary and his new assigment stacking books only. What a promotion
Library is very clean??? Why has the Central library cafe not passed the public health inspection since April? Why is staff cleaning and washing in two hidden buckets? I visited the library and could not believe it. I asked the cafe staff and they ignored my questions. Very poorly managed place!
Was the the ex purchasing director able to keep his salary? Probably so, like everybody else who got demoted. Total waste of tax dollars.
Its a scam, they promote a friend or family to a job they don't qualify and when they they discovered and demoted they get to keep the salary its a scam. Put it on the ethics booklet oh they don't have one...
