Remember our post from October 16 when we reported that city landfill workers were running a private business selling snacks and knickknacks at the gate to make some drinking money and sometimes pocketing the fees charged customers to unload their house trash?

Well, apparently that got to the head honchos at city hall and we are told that the brisk business carried on selling candy bars and LED lights came to a screeching halt. Doe that mean that those worker have stopped doing business at the municipal landfill?
Not, not really.
The way that biz is done out at the moneymaker has changed. Let's say that after one of those sudden storms you have some brush detritus in your yard and – rather than piling it up outside where it will be blown away and end up in your neighbor's yard – you decide to gather it up and use the landfill.
When you get there, you are asked for a Public Utilities Board bill which entitles the bearer to dump their trash without a fee since they are already paying a trash charge though the utility bill. How many people carry a PUB bill with them? Most don't.
This leaves you open to the arbitrary charges that the employees at the gate want to charge you.
In one case we know of, a man who had gathered some brush after a storm went there October 14 and had 120 pounds of trash according to the scales at the gate and got charged $1.
The same truck that wen to the landfill October 28 and the net weight on the scale (according to the receipt) indicated that the net weight of the trash was 100, 20 pounds less than the October 14 load of brush he had the first time.
With 20 pounds less, it would appear that the charge would have been less, wouldn't you think?
Well, now. Apparently, the same truck was charged $1.00 is now charged $9.00, eight dollars more for 20 additional pounds.
Somehow the truck gained weight in 2 weeks. The landfill scale is either off or it is the clerk at the window that keys whatever he wants and charges whatever he wants to the people he doesn’t like or likes.
Like the teller said, save the receipts and next time and every time you come bring a PUB receipt or pay whatever they say. Is this is why people throw the brush and trash in ditches, canals or abandoned streets that plug the coverts and ditches because the city gives the middle finger to those citizens that really do care to keep the city clean?
What if it wasn't brush, and it was hazardous or construction materials? Would it be better to throw it in drainage ditches and culverts and plug them up rather than residents submitting to this capricious and arbitrary treatment at the hands of city workers?

The rule to show a utility bill stating you reside in Brownsville and pay for brush pickup prevents out-of-towners (who do not pay Brownsville utilities) from using the Brownsville dump. Simple, logical and everybody knows about it. Brush is free to dump for residents. Construction materials are a different matter which require paying by the pound - weigh in on your way in then pay the difference in pounds on the way out. Tires you pay like $2 each. Simple. As far as their selling candy and water, for me it is a convenience that I appreciate. I have been a regular user and a big fan of the Dump since 1997 and never had/saw a problem. I don't get this big bruhaha over the guys at the Dump. You are making a mountain out of a ...pile of trash.
I wonder if this happens with the outrageous fees that are being charged at the Beach Accesses at SPI. Who enforces the charge and how do they keep track of how many cars drive up to the beach. Judge Dancy is turning over in his grave upon seeing all he worked for to have a free place for his constituents to go, has now gone by the way side. When someone goes to the beach, it is to take in the wonders of nature parking by the shore and even camping overnight with a bon fire burning right close. Now it is all about money, money, money.
Even to drive to the jetties costs an arm and a leg. Watching the boats and ships going down the Channel used to be such a trill for us kids when the dolphins would jump around in the water and we held a bamboo stick with a safety pin at the end for a hook, to hold that "testal" (a ball of flour tortilla mix) and catching our first fish. With the money I pay there, I could go to Oyster Bar and just buy my fish or shrimp. Do they also charge at the Jaime Zapata docks or the other one where we used to go crabbing?
When growing up, with two men running down the side of a trash truck, they would pick up all the garbage so that we didn't have to go to the trash place that was once down Southmost Rd. Modernization has made things so much more difficult and expensive.
Next audit might be PUB.
Inadvertly discoved a few years back my neighbor wasn't being billed by PUB for garbage.
The rationale was that no one was living there.

So, the city of Brownsville is like the city of Harlingen? There had been a former employee at the dump in Harlingen spilling the beans on what was going on there with the blessing of the current city manager, dan "bully" serna. The allegation was that dan and his boys were collecting the scrap metal that citizens dumped and then selling it? From what the former employee, who participated stated that it was a lucrative business. When it leaked that someone was going to be investigating? Guess what, the warehouse with all the evidence burned down along with thousands upon thousands of brand new vehicles and equipment. Even the Harlingen fire marshal could not make a call about how the fire started because of the intensity of the fire. Oh, he'd mention that it was suspicious because of the intensity, but since this is Harlingen? Everything suspicious goes away one way or another.
So, not surprising that the city of Brownsville looks the other way so it doesn't get bad press! But, that' Brownsville?

Hey WTF are you doing? If you go use the landfill, you go prepared with your utilities bill in hand. You don’t just show up and demand to dump your crap. They don’t know (or care) who you are. They’ll even explain the rules to you for free. And selling candy or whatever, hows that hurting anyone? The second commenter on here has it right; those guys have always been cool with the public. From his/her receipts it looks as though if their truck did gain weight like they said, then it actually helped because it lessened the net weight. Which is what they are actually getting charged for. So if they weighed less on the tare part, then you paid less. Simple logic and math. Check yourself and have a beer before you go off on the world next time sir or lady, especially for $1.00. Times are tough maybe, but it's all going to be alright.
