TRAINING COURSE FIGURE EMBROILED IN NEW TRAINING SCAM

Remember when Palm Valley Police Chief Alvaro R. Garcia he was arrested and booked on three charges of tampering with a government record?

Garcia was charged with three counts of submitting falsified records to the Texas Commission on Law Enforcement (TCOLE) report of training course #3264 for Leofredo Peña, Robert Mendiola, and Jolynn Morales although none of them physically attended the training course. 

He is charged with submitting this record to the Texas Municipal Police Association "with knowledge of its falsity and with intent that it be taken as a genuine governmental
record and with the intent to defraud the (association)."

Garcia was arrested at the Palm Valley police headquarters by the Texas Commission on Law Enforcement, alongside Texas Rangers and the Cameron County District Attorney's Office Special Investigations Unit.

Well, one of those officers who got credit for the training he didn't receive - Leofredo Peña - is running against incumbent Pct. 5 Constable Eddie Solis. Peña didn’t get charged with the crime because he’s going to turn state's evidence against his former boss.

Apparently, Peña reached an agreement with the state after he was confronted with the evidence during the task-force investigation.

He is also one of three court bailiffs who has submitted his costs Tuesday to the Cameron County Commissioners court for their approval to attend (you guessed it) a court security training course in Las Vegas.

On Tuesday, 38th District Court bailiff Joel Garcia, County Court-At-Law #3's Peña, and 103rd District Court bailiff Jose C. Garza got a conditional approval to travel to Las Vegas to receive what they called "mandatory legislative training" on court room security.

The only kink in the plan is that the training offered in Las Vegas during the three-day stay there is not mandated for bailiffs by the State of Texas so the three will not get the training credit hours. So why are they going if they can't get training credit and they are not "mandated" by the legislature?

After he left the Palm Valley Police Department, Peña has found employment as a court bailiff under constable Pct. 2 Constable Abel Gomez's staff. He is currently assigned to the Cameron County Court-At-Law #3 under Judge David Gonzalez III. In fact, the judge's father is listed as his campaign treasurer.

And judging by his campaign finance statement, he is getting all his support from lawyers who may practice their profession before the court.

Garcia's trial - he has pleaded not guilty - is scheduled for 9 a.m. December 2 with announcements set for November, 21.

At the turn of the 20th century they were the majority so they got elected just by using their gringo name no longer the case AND THEY COMPLAIN - GIVE ME A BREAK mamones...

What more needs to be said about local culture. Here, charcter, morals and police record, play no part in whom we selected and elect to public office. This is how we keep out first place postion as the poverty and ignorance capital of America.

Judge David Gonzalez III why would you hire this guy? Why would your father be his campaign money man? Why do you use an address for the campaign that is a used car lot? Why did Gonzalez use this address when running for Judge? Why did David Gonzalez pay to rent a car from former DA Villalobos when running for Judge? You people need to start reading these campaign finance reports these guys file!!! They tell the story of who you are electing!!!
