Do the terminations and demotions going on at the City of Brownsville signify a house cleaning?
Or does it amount to a rearrangement of the deck chairs on the Titanic?
The latest we've heard is that Assistant Human Resources Director Josue Perez ($64,426.13) is out of the lineup with a pink slip. Perez didn't do his cause any favors. His forte wasn't to get along with co-workers.
Some two years ago his former boss, Oscar Salinas was demoted and Perez was suspended for undisclosed reasons. Apparently, the newly hired HR Director Perla Cepeda decided enough was enough and he was out.
City employee Griselda Rosas ($70,868.93), who has been with the city since 2002, was also said to be demoted.
She was formerly the City's Secretary and took over the position left by Michael Lopez when he was promoted to Assistant Manager by Charlie Cabler. No apparent heir has been identified as city secretary.

Too many Mexicans at City Hall, almost exclusively. Get Whites, Blacks and Asians. Advertise jobs elsewhere in the country! Be like better McAllen, where diversity is readily apparent.

Yea right, he has a small city mentality, Brownsville is way over his head too much. he works better in smaller towns like la Villa or Falfurrias but not brownsville. Maybe its time for a change at city manager job, bring in a true large community city manager.
I was shocked to find out that she was demoted to be asst. city secretary, cause she doesn't even know what she's doing and has all her minions do the work for her. What a waste of city resources that could be used to give other employees a raise that deserve it!! That position was created to accommodate an idiot!

If holding your staff accountable for not doing their job is considered not getting along with co-workers, than no wonder the employees do whatever they want without consequences. He was just the escape goat for the mistakes the new HR director has made along with the HR manager. And did I mention she was hired with no experience in HR, but apparently she's friends with the City Manager. Once again is who you know and not based on your knowledge or skills.

@11:31 Josh became too big for his bridges, but I do a knowledge that the new HR Director English speaking skill is below an eight grader level and her degrees were all from corrupted Mexico. Another fuk up with a bad attitude and a sour puss is Laura Hernández. Hopefully, more pink slips or demotions are given out in this department. Don't hold your breath on the HR director getting canned, she's buddy buddy with the cm.
@11:31 When Josh Perez started working with the city, he was a great person and down to earth. After going up the city ladder he changed into a greedy asshole! I remember he gave employees hard times when one requested a deserved raise, but he had no problem accepting an unearned hefty raise for himself and his then boss Oscar Salinas!
He and Oscar Salinas didn't even follow the normal procedure steps to request raises for themself! That's the reason he got suspended. So don't make it seem like Josh Perez is a saint! I will agree that HR Laura Hernández needs to be removed. Her communication skills is very below par and her attitude stinks!

When is Brownsville library director 'GED Hedgecock' going to be terminated? He and his management cronies are known to continue harassing staff and is rumored to be running his personal business inside the library. GEDs sidekick director Mccoy is said to be very close to Bernal.
I see a lawsuit against the city! Josh Perez was railroaded and needs to find a good lawyer. I believe the new CM Bernal is a fraud and soon will fall on his ass. Uses words like "Alignment"! Pendejo thinks the city is an Automotive lol

juan no big deal, city of brownsville jobs have always been on who you know and not what you know or education, this will never change thats why this city is so behind. Just look at other cities in the valley mcallen, pharr edinburg. Just saying or is that due to better city officials leadership, mission and visions? does thats mean we got a bunch of flukies as city officials mayor and commissioners? you decide.
I just heard blue jeans want to give every city employees (office workers only) three months vacation with pay, sounds familiar????

The HR department just did the dirty work for the department heads and the city manager when they were too cowardly to deal with the employee and didn't want to give them a raise. The department head and CM decide on raises. The only reason employees got a raise was because of a compensation study which included all employees. When Michael Lopez became Interim CM, he picked and chose who got a raise. This is why he appointed Laura Hernandez as Interim HR director even though she knows nothing about HR, but she kisses up and does what she is told and Josh Perez wouldn't, he was following policies and apparently neither Lopez, nor Bernal like to be told what they can and cannot do or when they are wrong. He also gave his favorites extra pay raises while he was there and Bernal is no different. He's firing/demoting people and hiring his buddies and paying them above the budgeted salary and for their moving expenses. People who will say, “aye aye, captain,” instead of pointing out what is wrong. I wouldn't be surprised if they are using taxpayer funds for personal expenses.
I agree with everything you wrote, but you can't deny that Josh did the wrong thing accepting a hefty raise that he didn't earn, while others were being denied. Like you said, they did the dirty work, but not for free! He (Josh) and Salinas got rewarded hush hush by Cabler with a hefty raise. Not even then finance director Pete Gonzalez knew about the raises they got.

Could it be that their just cleaning house due to their knowledge of the "going on's" in City Hall? Just like Armando "Greedy" Villalobos, he cleaned house of those who "he" thought had dirt on him? He kept the "suck asses" like joe lopez, michelle garcia, abel "dark cloud" gomez and mike "aborigine" sanchez. All these were very good at taking in the ass and or kneeling down! Villalobos thought he got rid of the "possible witnesses" who would have testified against him? Oh, but we all know what happened? His good buddy, lying cheating money grubber who screwed over his clients, oscar de la fuente was not stupid and got Mosbacher' good buddy, eddie "Jaiba" medrano to get a "get out of jail card" for oscar!
