(Ed.'s Note: The recount for Place 6 of the Brownsville Independent School District that resulted in incumbent Minerva Peña eking out a win against challenger Marisa F. Leal by eight votes after losing by one will cost the district somewhere above $30,000, according to the elections administrator.
Cameron County Elections Department Administrator Remi Garza said the department is still figuring out the final cost but that it will be somewhere above $30,000 after all the staff time and materials are tallied.
Peña paid a deposit the Friday after the election Tuesday of $3,700, $100 each for each of the polling places and $100 for early voting. However, the original $48,000 quote by Garza will be a little less because they finished Sunday night, three days ahead of the projected Wednesday completion.
"We're still working on figuring out the total," he said today. "Since the totals changed, it will be the district which will pay for the recount, and not the candidate."
Before the recount, Leal had won by one vote 16,535 to 16,534.
The final count certified closed at 9:08 p.m. was 16,552 for Peña and 16,544 for Leal – an eight-vote difference – after five days of hand counting all the ballots.
Leal had won by 10 votes at election day, but there were still some ballots uncounted. Peña whittled down her election day deficit by nine after a complete count of provisional, late mail-in and overseas military ballots was completed.)
So far, the Leal team has not indicated whether it will seek other options or let the final recount stand.)

Well, I'll be! She loves the district so much she figures the district should pay for the recount. Why the district? The district did not make the mistake; it was the elections office that counted wrong. But right now, Minnie could care less who pays for it as long as she doesn't have to do it herself. She gets away with another one but there is still one more to come.
Will she be implicated in the $2000 given to her by a convicted criminal? I tell you, this district is at a loss and we do not have a good leader who will stand up and defend the district. I bet Minnie will not claim, like she always does, that the district does not have the funds for that. OK? So far as I know, in all of Anglo-American history, no monarch, royal governor, president, or other executive officer has tried to pardon himself. The reason, I think, is that the idea of a self-pardon is so antithetical to the constitutional structures of England and the United States, and to the purpose that executive pardon power serves in those structures, that no one has ever had the effrontery to try it.
A president who tried to pardon himself would not be relying on some deep, if heretofore unappreciated, reservoir of constitutional authority. He would instead be trying to slither through a heretofore untried loophole. In the case of an ordinary criminal defendant, one might merely shrug at the audacity of the dodge. But a miscreant president is no ordinary malefactor.
And permitting presidential self-pardons would not merely allow individual miscarriages of justice, but would erase a structural barrier to tyranny. I do not believe the Supreme Court would countenance that result.
Tell us how BISD can do this!
Now, all we need is for the supt. to get his butt off his chair and figure out what he needs to do about having sworn in Mrs. Leal, knowing full well that there was a recount in progress. Now, if I were Mrs. Leal, I would come back and demand satisfaction-another suit in the hands of BISD. Serves them right for being so stupid. Where was Drue Brown, Miss-know-it-all, when they decided to have the swearing in ceremony. She thinks she knows all the ropes at BISD and could care less about who she stabs in their back.
OK, Mrs. Leal, what do you plan to do to demand satisfaction. You were duly sworn in as a board member, so make them produce protocol for such. I wonder if any other idiot supt. has had to handle a situation like this? But just wait and see him asking for a raise from the new board.

Why is the is a district expense? What kind of precedent is this setting for future races? Also, I’m confused. There is some language on the Secretary of State website that seems to stipulate that if the recount results in a change of winner, that the county elections department picks up the tab?
