(Ed.'s Note: The proliferation of the homeless in the city's inner core has grown exponentially as winter tightens its grip in the nation's northern regions. Unable to cope with the numbers of people living in the city's doorways and alleys, the police have given up on enforcing vagrancy laws.
A recent Supreme Court decision stated that the homeless could not be removed unless the city had available beds in local shelters. City father (and mothers) have traditionally resisted establishing a homeless shelter near downtown dating back to the 1970s when a bond issue was passed that included establishing one at the Mother of Perpetual Care building that was never built.
Until this social problem is addressed once and for all, we better get used to seeing these urban dwellers sprawled all over the city, including Market Square that just received millions in refurbishing and a new drainage system installed to prevent flooding in the city's most famous landmark. Pity.)

All these low lifes need to be run out of town period. The mess these individuals do : solution to this panhandlers is simple. The city must put signs for illegal to panhandle in the city of Brownsville. If the panhandlers are arrested, panhandlers need to be bought to city court and fine! $500 fine and all the money 💰 on these panhandlers will go the city. Throw these panhandlers in jail for 4 hours and let go. Remember, all the money they collect is part of fine. Get tough on them day or night. Have a Justice of peace on call 24 hours a day. Remember, all the money these guys and women have on them, will put for the fine. Don't feed or give aid. These people are told to faint when they get arrested. Forget that and take their money they collected for the fine. The COB is tough on taxpayers but not with panhandlers. Time to take the panhandlers to court.
