MENDEZ SICS CRITICS AT C0UNTY OFFICIALS, PAYS NO TAXES

Like throwing red meat at hungry dogs, City of Brownsville Mayor Juan "Trey" Mendez, a lawyer by profession and a speculator in downtown real-estate as a sideline, is attempting to fuel the fire against his counterparts in Cameron County.

Historically, county commissioners across the state – as well as other elected officials – have received a salary and city commissioners here have not. 

In fact, attempts to allow for salaries for city elected officials have failed at the ballot. Mendez knew that city commissioners don't get paid more than the $10 per meeting before he ran for the position. If anything, his FB post is a gratuitous one meant to stir the pot against his county counterparts.

It has been more than a decade since county elected officials and county workers have received raises. The pandemic has thrust elected officials at all levels to come forth and pull long hours whether they get a salary raise or not. It's a 24/7 job.

After more than 10 years of working at the county at the same level, some two dozen county officials are asking for pay raises according to the notice published July 31. They are proposing increases of $11,000 for each of five positions, including that of county judge.

Lower level administrators and all county workers are also getting raises based on seniority. This will  be good news for them, since some of them – depending on the size of their household – are eligible for social service assistance because of their low salaries.

In one Road and Bridge precinct, a supervisor had the workers clock in a half hour earlier so that employees could attend appointments at the Texas Human Services before 5 p.m.

County Judge Eddie TreviƱo Jr.’s total compensation would be increased from $65,343 to $70,343 for the 2022 budget. He would also receive a $6,000 annual vehicle allowance and his total compensation would increase to $81,743. It is noteworthy that he is currently the second lowest paid county judge among Texas counties with 100,000 population or more.

Other commissioners would get raises in the amount of $11,000.  Sofia Benavides, David Garza, Joey Lopez and Gus Ruiz would see their total compensation increased to $60,076 except for Benavides, who does not receive a phone allowance.

Let's remember that the county has a population of more than 400,000 whereas the city has yet to reach half of that, or 200,000. And if we are going to talk of bloated salaries, get this: There are more than a score of city employees whose salaries are higher than these county officials.

The city manager's office, for example, has at-will employees that earn more than the county judge and commissioners. And Mendez and his pals on the city approved these overpaid underachievers without raising an eyebrow. Many of them aren't even from here, and they are amply rewarded. If Mendez is angry that the four county commissioners will see their salary increased to $60,076, he might want to look in-house and stem this money hemorrhage at the very top of the city pecking order. Check out this one city office:

Other city departments like the police, fire health, finance and even Bernal's pal at public relations (Felipe Romero, Communications and Marketing, $97,649) are all top-heavy and borne by the city taxpayers. Mendez is getting other benefits that county elected officials do not get.  

The historical building where he runs a successful pizza restaurant (Dodici's) at the corner of 12th and Adams, is appraised at 765,055 and pays zero (0) in city, county or port and college district taxes.

In fact, he doesn't pay any city tax on his office appraised at $193,898 located 647 E. St. Charles. 

And he pays some of those taxes on his home appraised at $92,140. 

So in toto, Mendez is paying no taxes ($0) or 50 percent on three buildings with an aggregate value of $1,051,093 because of their historical designation. At just $1 million appraised value with a city ad valorem tax rate of 0.697964. it amounts to a tax break of over $50,000 a year.  

He like commissioner Rose Gowen - who also does not pay city taxes (her home is valued at $378,050) - pays half of one property and no city taxes at all on two others.

The way the city's historical designation policy is written, these exemptions amount to a lifetime entitlement. Why doesn't Mendez pose the question to his FB readers on whether these lifetime tax-exemption entitlements policy which benefit him personally should continue? 

Who shoulders the tax load because of the historical designation? The local taxpayers, of course. In fact, three of the county commissioners pay property taxes in Brownsville, so they chip in to help shoulder the load for Trey's exemption as do other department heads proposed for a raise who live in Brownsville.

And he wants to start a revolt on a $11,000 raise for county commissioners who haven't gotten a raise in more than a decade when he hasn't paid city taxes on that $1 million-plus taxpayer-subsidized properties for about that long? 

Nice diversion, though!

Im not shocked at the proposed raise for the county officials, in fact does not surprise anyone. Your a joke Eddie and commissioners, you cry your the lowest paid official let me rephrase second lowest paid official LMAO... WELL YOUR BELOVED CONSTABLES, DEPUTIES AND JAILERS ARE THE LOWEST PAID IN THE WHOLE FREACKN COUNTRY MORON. Plus you have the nerve to ask for a dam raise when the 15 slots that you and Gomez have doing nothing at the dancy and elections and at the Levee building are still in limbo, talk about playing with peoples lives you all have no shame, I feel sorry for them cause they don't know what tomorrow brings yet you and the commissioners and the constables want a raise.

I read in one of your stories that Trey Mendez’ restaurant Dodici’s was servicing Spacecx with food service…. When they were spending 2 million a year on food. How much money did Mayor Mendez make on that gig? Let him report it since he is so pure and just. And how is he voting on SpaceX items when he is profiting from them? Hummmm

Im gonna use Bobby "the sky is falling" cervantes' line here. No sacred cows in my comment. Could care less about any of the folks named in the article. It was during Eddie Trevino's stint as mayor that he tried to get full compensation for city commission. That of course failed. As an elected position, the part time politicians know exactly they they are walking into. Give the raise to the real county enployees. If you care to compare the Brownsville mayor to the paid county judge, I saw the mayor working his butt off at the height of the pandemic and ive seen that he makes himself available for a bunch of other events and meetings. No assistants or secretaries like the county Judge. Then again, you cant compare truly historic buildings the mayor has bought and paid to refurbish to Gowens historical exemption claim. Again, dont care much for any of these fools, just calling it out as I see it.

Yup I agree City Manager Bernal even became part of the Board of the City's Health insurance just so he can continue to take from. The employees of the City 9f Brownsville.. Forcing good employees to go to leave and look to other city's like Harlingen, McAllen, Laredo and other City's that care about their employees and retirees!

Bernal brought most of his friends to work for the city of Brownsville. The majority of directors are from out of town, some with college degrees from Mexico even though the city never recognized such degrees in the past for employment purposes. The "Total Alignment " culture he implemented is nothing but total bullshit as leaders lead by example unlike himself, his assistants and most directors which certainly dont lead by example. This guy needs seven assistants to run the city on top of hiring outside consultants to do the work they supposed to be doing. A prime example of total mismanagement is the creation of the Director of government affairs, which has no budget or employees to manage but yet earns $90,000 a year plus fringe benefits. Time to get true leaders.

Brownsville Police Chief Felix " El Chapo" Sauceda-Bernal and Patrol Commander Bill No Balls DIETRICH are now in Hot water Due to their Incompetence and lack of leadership.
Chief Felix "EL Chapo" Sauceda-Bernal with his No overtime and Data Driven numbers and total misalignment Are major factors in the recent death of a female inside City Jail. Even after several Complaints to the administration, along with the City Manager El Rata Bernal about the shortage of manpower on the streets with as little as 6 officers on the streets they continue to look the other way stating that the numbers don't support more officers..
But yet Chief Felix "El Chapo" Sauceda and Commander Bill No Balls Dietrich still Demand and oder that two units be placed in the downtown area to monitor certain businesses!!WTF
What does this all have to do with the Females death inside City jail well lets begin;
1.Not enough Jail personnel on duty due to no overtime.
2. ONLY ONE Patrol Supervisor on duty and that supervisor must remain in the Office to conduct three In Person Roll Calls at 3pm, 6pm and 8pm as ordered by Patrol Commander Bill " No Balls" Dietrich..So where was the Supervisor when all this was unfolding stuck doing Roll call...The same Patrol Supervisor then must go and check the Airport to make sure the Officer assigned there have not left there assignment.
No trust in his Patrol Division
4. Allowing the Training Division to put 7 Officers in training all from the same shift...
5. Assigning Patrol Officers to Dispatch, City Jail, Records Division and Municipal court all in a effort to save money!!! At what cost??? So Chief Felix"El Chapo" Sauceda- Bernal can impress his lover City Manager El Rata Bernal with all the money he is saving$$$$$$ the city..
6. All these actions have placed Officers and the safety of the public in jeopardy!
Now with three huge law suits pending under the watch of Chief Felix El Chapo Sauceda-Bernal who has proven to be a total failure and is fixing to cost the citizens Of Brownsville Millions of Tax Payer Dollars due to his Incompetence and total Misalignment!
Chief Felix El Chapo Sauceda-Bernal poured the kool-aid but not everyone is drinking it. Chief Felix El Chapo Sauced-Bernal's administration maintains the fiction that administration supports patrol but the continued actions of administration indicates a message of mistrust.
Wake up Brownsville City Commissioners and get rid of this Clown as Chief Felix El Chapo Sauceda-Bernal has already proven to be the worst Chief in Brownsville Police Department History but he is also about to go in the History books as the Chief of Police that cost the City of Brownsville Millions of Dollars!!!

CHIEF Felix El Chapo Sauceda- Bernal and the City Manager El Rata Bernal has ordered his Department to remain silent about Sexual Assaualts that have occurred on the West side of Town of the Bike and Running Trails..
CHIEF FELIX " El Chapo" Sauceda- Bernal has taken absolutely no action due to the serious manpower shortage with only 6 to 8 patrolmen on the streets in the evening and night hours and especially on the weekends.
Total mismanagement of the Police Department...Cover ups..and liars is the new total alignment of the Brownsville Police Department...

Volunteering for public office is exactly that, volunteer and no one should be expected to receive compensation for doing that. Now, why in the world does city manager needs so many assistants? To make matters worst, they hire "consultants" which the city pays tens of thousands dollars for something city manager staff should be doing. Lastly, why does the "Government affairs" director get away with no personnel or budget to manage? This is the first director in the history of COB who have zero responsibility yet receive a huge salary. Classic example of is not what you know but who you know. Very pathetic

It is pathetic that we have elected officials past and present that have "Historical Designation" bullshit on their personal homes and businesses. The State of Texas should completely do away with this designation on personal homes and businesses. These bozos should be setting the example for their constituents and be paying their property taxes just like everyone else instead of milking the system.

The list of city employee salaries doesn’t include the city attorney Rene De Coss. He makes over 200k and still is able to keep his private office open! Talk about a cushy gig. Write a story about that Juan. You are the only one with the cojones to expose that racket.

Every year the County Commissioners submit what is called maximum salary to publish. Doesn't mean that they are going to get an increase.
County employees haven't seen a single pay increase in 4 years. The county commissioners are discussing the budget weekly. So to say that they are going to get this increase is up in the air... If they do approve then they better make it right an give the rest of the County Employee their fair share of an increase. Even if they don't get it....they still need to give something to the employees. We can agree to disagree.... We can complain as citizens, we all have opinions. And at the end of the day we elected these officials to do the right thing. this Pandemic has been a headache for everyone.
So County Officials please do the right thing by your County Employees as they are Essential Employees, County Employees worked through the Pandemic with out closing it's doors, and continue to serve the community. They deserve a Pay Increase!!!

What this article fails to mention that the average pay for a mayor across the country is about 56k. The average pay for a mayor with a population size of BROWNSVILLE is about 100k being mayor for Brownsvilleis a full time job, let alone the additional duties that are generated by being a border city and having multiple international ports of entry. The Brownscille mayor should be a paid position and tha y way it can be held truly accountable.
