It started out as a well-planted rumor that alleged that City of Brownsville At-Large A Commissioner John Cowen had voiced support for the return of former city manager Noel Bernal during a commission meeting.
But the rumor was hard to prove – or disprove – because it had allegedly been made during the commission executive session. According to the yarn, Bernal had reached out to Cowen and said that his family was not happy after they moved from Brownsville to his new administrator's position in Adams County, Colorado.
While that may be true, once the rumor was hatched and spread, several city commissioners who were at the executive session and would comment only anonymously, denied that Cowen had espoused Bernal's return to his former position.
"We have already spent close to $50,000 on the search for a new city manager, and there's no way that anyone would support his return," said one.
"I never heard John support his return," said another. "He did say that Bernal had reached out to him and said his wife missed Brownsville, but never did he voice any support for his return to the position of city manager. That is simply not true."
And then, of course, there's the political angle. Cowen has been named as a potential candidate for mayor to replace Trey Mendez, who said he would not seek reelection when his term expires in May. Among others who are mentioned vying for the post are eternal political gadfly Erasmo Castro, Arturo "Turi" TreviΓ±o, and District 2 commissioner Jessica Tetreau, who is prevented from running for reelection as commissioner by city charter amendment approved by city voters at the last election.
Could it be that the feisty commissioner floated it to besmirch Cowen if he decides to run to enhance her own candidacy?
More and more, it appears that the rumor can be traced to the Tetreau camp, but as it allegedly occurred during executive session, there is no way that it can be proved either way. In any case, we don't think Bernal should start packing for his rumored return.

The only checks and balances we have here is the federal agencies that sometimes look into the operations of local agencies. The FBI sometimes hesitates to involve local law offices here, which tells us, the citizens, corruption is ingrained and hard to exterminate.
We now have a new level of corruption, blatant corruption, a new level that does not attempt to conceal and is complete obvious with lack of integrity or honesty and susceptible to bribery.

I also like to play music as a Disc Jockey (DJ) for family and friends birthday events, and any community event if invited. Family is everything to me and this city spells family for me. I was born and raised in this beautiful City of Brownsville, Texas. I have never moved away because I believe that this city has a lot of potential and it only needs the right person to manage it; an individual like myself that knows the city and that has worked hard both in the workforce and academically with everyone else as a genuine resident and not an outsider. How on earth will an outsider understand the core values and the necessities of this city if they have never lived here before. I was raised in the Southmost area of the city and had quite the struggles moving forward academically but I am a firm believer that one can accomplish their dreams if you work hard to reach them. I have had the privileged of growing with such nice people from this area and in general with most of the city all around. Many people of this town know who I am and believe I can do this job. I strongly believe that I am the right candidate for this position and that God instilled in me to apply for this position because the city needs a change to a prosperous direction. I am aware that I don’t have the substantial amount of municipal government managerial experience. But, I have 25 years of experienced working along administrative personnel in various private and state organizations and let me tell you, that managerial experience is gain through every day learning in the field as no one is always ready for a position of this magnitude, but someone like me, that has the passion, courage and conviction to make the City of Brownsville and its employees job experiences enjoyable, productive, and safe- is what matters and this is what the city needs to move forward in these new eras of diversity and new technologies. I have great respect to the working class as I am also one of them, therefore I love to listen to what their needs are because by hearing their thoughts, desires, and concerns, we can learn of the certain areas and departments’ the city needs improvement. God knows I need this job’s salary compensation to provide for my family but $300,000 is a lot money. I don’t need that much and I don’t want that much. I am applying today to help the City of Brownsville be a better place for the new future generations so they can stay and invest their time in this city by working in a fair and appreciative work atmosphere and help the city grow in all aspects such as economic development, infrastructure, beautification, entertainment and much more. If given the opportunity to become the next city manager, I will make sure to thrive and help every city department excel because working together with and understanding to a purpose which is making the City of Brownsville thrive again is the motivation this city needs to move forward. Cowen has to be behind this.. no one else, none of the other commissioners wanted Bernal, I'm sure he'd appreciate his "yes ma'am" boy back, I'm curious to see if this calms down then resurfaces at some point, it's at that moment we'll be able to confirm Cowen for being the quiet property mogul snake that he is.
Cowen is a sneaky real-estate mogul with a wealthy family, what's the big deal with this guy outside of that? Could he be planning a move and possibly want to bring back his do-nothing horse? I think so, I think Cowen will eventually make this happen at some point which doesn't surprise me. This all makes sense if he's trying to align his "star" studded cast prior to a possible run for the open mayor position. I'm not impressed by him one bit and I don't think I'd vote for him.

Noel Bernal is the best thing that has come to Brownsville!
He has only looked out for the best interest of the city, he not only moved the city forward but FIXED all the shit that was wrong with the city’s budget, planning codes, employee culture, bringing in companies and yes hiring professional people to do the job etc……. Not somebody’s “friend or family member”.
People have a lot of shit to say but look at the facts and go to city meetings, get involved and do YOUR part to assist the city moving forward, but NO Instead you sit in your ass and write a dumbass blog.
Noel has previously been in high level city’s before such as Dallas Area and is now the County Manager in Colorado!!!!!! You think they just gave him the job just because??? He was obviously the most qualified and had to complete for the position.

According to sources Noe Bernal went into Colorado and attempted to strip his Civilian employees along with the Police Department..As soon as their City Commissioners found out what he was attempting they approached him and he explained that by doing this he could increase tha pay of his assistance along with his own pay...Needless to say they were not pleased and put him on notice...that they would be reviewing his job...so why not try to come back to Brownsville where he raped the Citizens, City Employees and hired his friends..Good Riddance.
Not Bernal found that he would not be able to steal from the Colorado Community and they refused to let him hire his friends...
Noe Bernal was put on notice due to some shady actions that he attempted..The minute his Commissioners told him that they would review his actions for criminal actions he began looking South again...

I dont't understand this guy bernal has a masters degree and plenty of previous work experience in governmental management and public finacial management from school and previous jobs as a city manager and still hires private consultants to tell him him and city high executive personele how to do their job. oh my, oh my, and he is still coming back.
