(Ed.'s Note: We didn't know it then, but the recent appearance of Brownsville Police Dept. Chief Felix Sauceda at last week's special meeting of the school district – nicknamed El Chapo by his "admirers" at the cop shop – was a dress rehearsal for the announcement of his promotion to join the rest of the city manager's overpaid, underachieving team.
Sauceda was named Chief of Brownsville Police Department, appropriately, on April 1, 2019, April Fools Day, by former city manager Noel Bernal. Bernal, coincidentally, also hired current city manager Helen Ramirez, pictured above addressing the board of the Brownsville Independent School District during the special meeting held this past Monday.

His salary, currently listed in the city HR list at $141,463, could rise to the advertised $212,000, a $70,437 raise. Not a bad gig, if you can get it.
He has been on the force for the last 28 years. His educational background includes being a graduate of Glady’s Porter High School in 1991, earning a Bachelor of Science in Criminal Justice, UTB, in 2001, and getting a Master of Science in Police Administration from UT-Pan American in 2006. He previously served as Uniformed Services Commander and as a traffic enforcement officer riding a motorcycle for 16 years.
In 1994 he was assigned as the BP's Tactical Team Commander. He was promoted to the rank of sergeant in 2008 and has served as supervisor for the patrol division, special investigative unit, property and evidence division, and jail administrator. He was again promoted to the rank of Lieutenant in 2016 and served as shift commander before being later assigned to Administrative Lieutenant attached to the Commander’s Office.
Sauceda and Ramirez's appearance before the BISD board proved unproductive, as the BISD board and numerous people who appeared before them opposed the renting of vacant Victoria Heights Elementary to the city to "process" asylum seekers, mainly Venezuelans. But with the number of asylum seekers dropping to almost nothing and the safety concerns of the residents utmost in their thinking, the board tabled the item and requested that the city assure them their concerns were addressed. In baseball, his batting average so far would be 0-1.
Brownsville has had it's share of cops wannabe city managers dating way back to the days of Andy Vega, Charlie Cabler, etc. Cops they may have been, but they proved that a badge won't teach you how to manage a modern urbanized metroplex .
On the other hand, that's just about par for the city manager's team so far. Hell, he'll fit in nicely.)

In order to be an effective city manager or assistant city manager, you got to be knowledgeable on Public Administration not Law enforcement or Aviation which is the case here with the two assistant city managers. Not sure what kind of background the current city manager has but her assistants dont have the credentials to perform their jobs effectively. Then again, is who you know not what you know to get hired in the city. Just take a look at the HR director and her assistant, zero labor laws knowledge.

The mismanagement of the police department has created a danger zone for the City of Brownsville and for the police officers. Chief " El Chapo" Felix Sauceda utilizes sworn officers for special projects which has resulted in a shortage of officers on patrol, has had severe and negative consequences on response time to calls and the well-being of officers. With fewer officers available for patrol duties, response times to emergency calls, and incidents are delayed. This has a huge impact public safety and the ability of the patrol officers to effectively respond to urgent situations.
With fewer officers available for patrol, proactive and preventive policing efforts such as proactive patrols, and crime prevention have been compromised.
Basically, there is none. This has had implications for crime rates and community trust in the police department. Chief Chapos' choices in utilizing officers for special projects and promoting himself and his vindictive nature have led to the retirement of many senior officers and created a shortage of manpower. This situation has had significant implications for the work environment and overall effectiveness of the police department. How will El Chapo Sauceda mismanaged the other departments he now oversees?
How does the city manager expect El Chapo Sauceda to manage other city departments when the Brownsville Police Department is such a disaster? Officers are not utilized properly and are consistently assigned to special projects, which is indicative of mismanagement by El Chapo, my suit is tight, Sauceda. Here are some examples of officers who would be better utilized on patrol and lessen the shortage and strain.
1. Louie: gofer/spy/shoe shiner
2. Nancy: party planner / baloon blower
3. Victoria: gym buddy boy
4. Selene: organize same marathon for the past two years
5: Mario: double dipper/Dell employee/ stat manipulator
These are just a handful of officers getting paid $80,000 a year, to make coffee, blow balloons or whoever, count reps while she checks out other chicks, create data, eavesdropping, voyeurism- downtown cameras. Come on, man, put these people to work. The Brownsville Police Department is a disgrace, and the citizens of Brownsville are paying for your mismanagement.

Poor Resource Allocation, El Chapo Sauceda's decision to prioritize special interests over maintaining adequate staffing levels for patrol duties shows a failure to effectively allocate resources. By diverting officers away from regular patrols, the El Chapo Sauceda is neglecting the core function of the police department, which is to ensure public safety. Lack of Strategic Planning, intentionally creating the negative consequences of manpower shortages and the subsequent increase in crime, indicates a lack of strategic planning. Adequate forecasting, risk assessment, and contingency planning are crucial for effective police leadership, which he's not, nor will he as Ass City Manager.
Neglecting Officers, the reported retirements of many senior officers, and the resulting shortage of manpower is a clear sign that officers are dissatisfied with El Chapo Sauceda's decisions and the work environment. El Chapo Sauceda has failed on so many levels.
Lack of Prioritization of Public Safety, the increase in traffic accidents, street racing resultingin several death, and burglaries to businesses and homes only mean El Chapo Sauceda's decisions have compromised public safety. Prioritizing personal promotion or special projects at the expense of core police duties indicates a misalignment of priorities and a failure to prioritize the safety and security of the community.

This town is growing rapidly and we need more security around schools. BISD and Brownsville PD need to step up and hire more security and policeemen. PD can't keep the ones they have because of the chief they have. Many have left to other departments to get away from that idiot. No one wants to work for him because he's only interested in someone taking his picture and his wallet. The days of seeing a police car at school zones every morning are long gone. As for street racing, there are only a few officers to cover the city to anser calls, as for traffic enforcement, that is also a time of the past.
