Save RGV was started by locals as Save RGV from LNG in May 2014 on news that LNG (Liquified Natural Gas) export operations were targeting the Port of Brownsville.
In spite of fierce and broadband opposition, FERC approved NextDecade's Rio Grande LNG and Rio Bravo Pipeline projects, Exelon's Annova LNG project, and what's now Glenfarne's Texas LNG project on 11-22-2019.
Annova LNG disappeared without a trace and without prior warning in 2021. Texas LNG has shown little signs of life after the Port Isabel Independent School Board disapproved its bid for a Chapter 313 Tax Abatement in 2022.
But Rio Grande LNG says it will make its initial affirmative Final Investment Decision (FID) to start building its LNG Terminal before the end of this month (June 2023).
And Rio Bravo Pipeline (now owned by Enbridge instead of by NextDecade) says it will start pipeline construction as soon as Rio Grande LNG makes its FID.
Rio Grande LNG has been kicking its FID date ever forward since 2015, starting with "early" 2017. What makes June 2023 FID different is the 06-14-2023 boost it got from TotalEnergy and Global Infrastructure Partners ( "NextDecade Announces Framework Agreements with Global Infrastructure Partners and TotalEnergies to Support the Development of the Rio Grande LNG Project," Business Wire, 06-14-2023, https://www.businesswire.com/news/home/20230613938306/en/).
However, Rio Grande LNG still has three major problems that could still sink the project.
First, after 4 years, Rio Grande LNG still hasn't completed its Emergency Response Plan and Related Cost Sharing Plan. After which it must submit the plan to the Federal Energy Regulatory Commission (FERC) for approval before it can start construction on its LNG Terminal.
Second, it's not clear that the FAA will limit the SpaceX Boca Chica Starship operations in the ways Rio Grande LNG says the FAA must. Rio Grande LNG wants the FAA to give it priority over the Starship project so that it doesn't have to change the way it plans to build and operate its LNG Terminal. And it plans to export its LNG via LNG tanker ships sailing along and out of the Brownsville Ship Channel into the Gulf, sailing between the LNG Terminal and the Starship testing and launch site.
Third, NextDecade announced in early 2021 that its new NEXT Carbon Solutions CCS project would reduce its Rio Grande LNG carbon emissions by 90 percent or more. But despite NextDecade's continued "commitment" to that project, it's increasingly unlikely that NextDecade will ever get its CCS project permitted.
Save RGV has been fighting LNG export operations targeting the Port of Brownsville since May 2014.
Even if Rio Grande LNG makes FID and starts construction on its LNG Terminal, Save RGV (and other groups) will continue to follow the project and report any false claims and/or permit violations Rio Grande LNG makes.

Where would the Nepo-Port be if it wasn't funded by Brownsville taxpayers ? The Port people go on the local A M radio and brag about how successful they are, never once mentioning or thanking the taxpayers. The Port website should have a disclosure that it is funded with taxpayer money, as well. Why are we still funding it?
Who sold out on this project? Who got money underneath the table? Our area doesn't need any industry that can harm our people or environment. Our area sells itself. If its about jobs we know thats a bunch of BS. SpaceX was going to bring jobs. Most jobs at SpaceX are given to outsiders. These are the highest paid positions.
