AT THE PORT, A NEW DIRECTOR FROM BAD TO WORSE; ABOUT PAR WITH THE CITY NAMING COPS AND "INTERIMS" MANAGERS

Special to El Rrun-Rrun

They all denied it, but in the end the predictable happened.

The Brownsville Navigation District commissioners – halfway into what they say is a national search for a world-class port director have named the BND's police chief as the interim replacement for Eddie Campirano, whose last day is December 31.

What does a cop know about international commerce or maritime economics? Probably nothing, but he does have a close relationship with members of the BND board. The old local dictum guides us here: No sabe nada pero ay que  buena gente es.

And although they say he will be only serving as an "interim" until their national search is done and they come up with competent, experienced port director candidates, it is a recurring instance of local entities naming someone as interim, going through the motions of the search, and then leaving their compadre in that position.

What happened in the case of  the City of Brownsville when Noel Bernal left and hapless Helen Ramirez was named interim city manager? The city went through the motions and then decided that Ramirez should stay, even though she left a trail of ineptness as "interim"  and the director of the Greater Brownsville Incentives Corporation and is responsible for the loss of more than $500,000 to a space-related company without any track record in that industry.

She wanted "quick wins," she said, while trying to explain away the fact that she directed that the companies be contracted without requiring a background check, or to inquire into whether they were even registered to do business in the State of Texas. In comparison to former GBIC CEO Mario Losoya, who was director for Toyota's North American operations before our mediocrity- loving city commission yanked him with a sizeable buyout, Ramirez couldn't tie the laces of his shoes.

In her recent presentation of "quick wins" during Tuesday's commission meeting, she glossed over those failures and doled out slavish praise to her Capital Improvement Project's five-year plan which consists of imposing new fees on development, massive cost overruns of ongoing projects, her embracing of the hike-and-bike trails to pacify Rose Gowen, and bowing down to the requests of other commissioners for their pet projects. Just recently she was a very conspicuous figure on the opening of the West Trail, a project that was started before she even got to Brownsville. Oh, but hey, that's Rose's pet project. Let's ride with the commish!

"Interim" became permanent and the ineptness and incompetence will be guaranteed to continue as long as she is there.

What is our fixation with thinking cops can become urban planners and municipal administrators of finance, infrastructure, development, international commerce, etc.? We had Andy Vega, Charlie Cabler, and –  without disparaging their service as law enforcement officers – the city showed little improvement after they collected their pensions and were put out to pasture.

Campirano, to his credit, was an assistant city manager with a planning background but without the four votes to become city manager, and the port hired him to run their show out there. Eddie was a quick learner, but that didn't mean that his gaps in maritime commerce didn't show. Oh, well, We get what we pay for, don't we?

El Rrun-Rrun's The Great Carnac has some predictions:

1. Dietrich, as "interim" will have to have a few months, if not longer, of On The Job Training (OJT), and will announce some "quick wins" to cement his relationship with the commissioners (or their relatives).

2. The port commissioners will go through the motions of the national search and – wonder of wonders – will reach the conclusion that there is absolutely no one out in the world's maritime business that can come close or equal Our Boy Willie.

3. And later, despite the loads of money already paid to their head hunters they will decide to keep Willie who they will hail as a crackerjack on maritime industry and a damn quick study.

4. Outside talent will find out that Brownsville is content to continue mediocre hires and the best of the best won't come here because the compadre or cuñado is first on the list. (What does PUB stand for? Primos, Uncles, and Brothers.)

Yeah, that's the ticket!

Mediocre people keep Brownsville down.

You'd think we've learned that lesson.

Thats the way the cookie crumbles in this part of the woods!! Everyone knows what everyone’s is up to and don’t wanna rock the boat. Very convenient for everyone playing the game. As far as choosing a “ leader” they pick a puppet that will operate at their command and not interfere with their hidden agendas. That’s the way its always been in Brownsville politics , so it shouldn’t be a surprise to anyone. “I scratch your back you scratch mine “ is their motto and they all happily laugh all the way to the bank. So just sit back and enjoy the shitshow, this time courtesy of the Port of Brownsville. What a joke!!!

**********************************************************
The only mediocre hire of all time is Felix Sauceda as a police "chief". The decisions made by him are no better than a blind monkey ruining the department. Assigning officers to his own pet projects, assigning 3 month patrol officers to government TFO positions, assigning officers to pose for senseless facebook pictures does no one any good.
Waiting for police to respond for a service call for over 30 minutes helps on one, or better yet, having a dispatcher tell you to "file a police report online" does not help anyone ether.
Brownsville is in a world of hurt once Felix is named City Manager,, if you know what he has done to the police department, he will certainly make Brownsville worse than Matamoros!
Maybe that special needs guy that does parody songs for Erasmo can do a better job....

Most of the people in the Port are not experts. They learned on the job.

Esteban Guerra, Ralph Cowen, Reed, Wood, Tito Lopez etc

They are just people that are a good fit in the group and know how to use their power (win elections) to sell themselves.

Eduardo A. Campirano also learned in the job.

Bottom line: mas sabe el diablo por viejo que por diablo.

And the secretaries are the ones that know what is going on in the Port ( agreements, paperwork, rules, deadlines, fees, languages, etc)

The administrators at the port:
managers, finance, police, communication, harbor master, cargo services, engineering, etc

These are the people that run the port, the port director and CEO is just their leader that listens to them and signs the papers.

The port has two port directors that are the ones that help Campirano. They will also help William Dietrich learn the ropes and excel in the job.

agree with 5.23 pm the secretaries know more than the boss, sometimes even the janitors know more (common sense) . I am sure they will hire this guy after a national search just like the city of Brownsville hired helen ramirez, so why waste time and taxpayers money the board should just appoint this dude y ya se acabo el pedo.. Chon el taxpayer

The problem with Brownsville is its voters. Besides being ignorant in general, they are ill informed on the individuals running for office. Someone needs to step up and bring out all the dirty laundry on those politicians running for office. People need to be informed before any election. Lastly, why do voters need to pay taxes to the Brownsville Navigation District? I was under the impression, but I could be wrong, that the District generates money from its activities. Do they not generate income? Or is this another scam?

Get rid of one idiota pendejo and bring in another one. Seems to the regular taxpayer here is all they are doing is enriching someone they can command at a finger snap. El idiota there was nowhere near a port experience personh, his only project was to open an AM radio station and failed at that one, AM radio is dead everywhere.

QUIT TAXING THE CITIZENS. STOP TAXING US THE BROWNSVILLE PROPERTY TAXPAYER, AND WE DO NOT WANT TO VOTE FOR ANY IDIOTA AT THE PORT. QUIT YOUR SHIT AND LEAVE US ALONG. WE DO NOT WANT ANY PART OF THE PORT NADA NADA Y NADA!

Damn is bill still beating his wife. It would suck if that BPD report comes out that shows he beat his wife and they didn’t arrest him because he was a Lt at the time. I know of at least 3 officers who have that report. It would really suck wouldn’t it Bill. Time for that favor now. I’ll be calling you soon.

A director with port experience would be preferred , but this guy is pretty sharp, the Port will progress under his leadership..

Let the taxpayer know that this Dietrich is a very aggressive person since it beat up his wife a couple of years when he was a commander at the bronwnsville police dept. and his compadre from domestic violence clean out his dirty work too. By the way his wife and commissioner Guerra are cousins. What a coincidence only a year in the job and already above all at the port how strange. Well that how mafia works.

Juan so thats means i dont need maritime or port experience to apply and have an equal chance at getting this job, que padre. I am going to apply since any chango with NO PORT EXPERIENCE has a chance, Eddie Campechano worked at the city of browville as asst city manager then went over to the PUB-Primos, Uncles & Brothers, as asst director and then years later became the director and then moved over to the port as port director with NO PORT EXPERIENCE, MMMM i have a chance at that hueso. Where can i apply????? Juan do you know where we can apply or is that TOP SECRET TOO? Is it that Mosiac company the City of Brownsville used to hire Helen? The public needs to know so we can all apply since they are using our taxpayers money. Fair is Fair, lol, Chon el taxpayer

Anonymous said...

Juan just checked out the ports website for the Port director job listing but it is NOT being advertised, mmm i told you its TOP SECRET. Only a few Privledge folks know where to apply. damn it. I want a piece of that pie too. Chon el taxpayer.

It is so disheartening when the same nepo/compadrismo B.S. continues to be practiced throughout the County, City, Port, College, appointed committees and school board. Really depressing !! Port brags so much about how successful they are, but doesn't mention how they piggyback off the taxpayer and not a single thank you.

Didn't Chief Sauceda sucker punch a detective on the parking lot to PD for sleeping with his wife??

Ah, y cómo se alinean las estrellas! Que comience el monopolio y el control mexicano! Guera que nos trajo el Cartel del Golfo y todo el desmadre.

Whu are property owners required to pay taxes for the port of Brownsville? The Port makes millions of dollars, food for thought.

Anonymous said...

7.56 the only way the this tax can be removed is by a taxpayers petition, perhaps it time to start one to have a vote by the taxpayers and say ya se acabo, just saying,
chon el taxpayer
