In his groundbreaking video report, Edy Pintor states that twice-elected Reynosa Mayor Oscar Luebbert Gutierrez formed a financial group – Luebbert -Martinez-Aldama – composed of companies in customs, transport and combustibles that give a legitimate air to the illegal transactions of stolen Mexican oil. And one hand, apparently, washes the other. Luebbert and his grupo empresarial applied on August 21, 2024 – four months after they made their campaign contribution to Gutierrez – for waterfront properties at the Port of Brownsville to set up a "land-borne terminal for diesel, bio diesel, lube oil, and to recycle oil" that covered "1,492 acres and 325 linear feet of dock space" and goes under the name of OLG (Oscar Luebbert Gutierrez) Petroleum.
The minutes of the meeting indicate that Commissioner Gutierrez was present and took part in the discussion and vote on his relative (Luebbert Gutierrez's) application and approval on the consent to assignment of the port property. Guerra also voted in favor of the motion.

Publicly and privately, Port of Brownsville chairman Esteban Guerra has denied that any of the stolen crude (huachicol) ended up at the port and that all that activity took place at the port at Rio Hondo. The facts uncovered by an investigative report by El Rrun-Rrun indicate otherwise.
The scheme was revealed during the arrest last week of four members of a prominent Jensen family in Utah that included 68-year-old James Laen Jensen, his wife Kelly Anne and his two sons Maxwell and Zachary, who were recently arrested by federal marshals in their $9.2 million mansion in Sandy, Utah, and charged with smuggling over $300 million worth of crude oil into the United States.The government accuses the CJNG, the Sinaloa Cartel, La Familia Michoacana and the Gulf Cartel of being involved in the theft of the oil that they would in turn sell through middlemen to buyers in the United States or sometimes even back into Mexico.
But who is in control of the logistics to move the oil through the bridges and to Brownsville?
Pintor names Luebbert and his "grupo empresarial" that includes Fernando Martinez Tirado, a Rancho Viejo resident who operates out of Monterrey, N.L., Mexico, for the group. (That's Tirado at right.)
Luebbert-Gutierrez, by the way, was the first cousin of the late Ernesto Gutierrez Sr., (AKA El Pajaro), the father of commissioner Ernesto Gutierrez Jr. (AKA El Pajarito.)
He became well known to local residents when his company was named in the the Willette report into the infamous Bridge to Nowhere as the principal of one of the companies on the Mexican side who was the recipient of some $10 million without producing any work product.
Willette reported that three companies that got $9.2 million of that money. Homeframes de Mexico S.A. de C.V got $3.3 million. Another $1.4 million went to Comercializadora Binacional America S.A. de C.V., known as COBINA; and $4.4 million went to to Sistemas Ejecutivos de Seguridad Privada S.A. de C.V. Another $2 million were also paid to Sistemas Ejecutivos de Seguridad Privada as “success fees.”
Does the name Ernesto Gutierrez Sr. sound familiar? It should. He was the father of the Brownsville Navigation District Place 1 Commissioner Ernesto Gutierrez Jr. (AKA El Pajarito.)
The connection between Luebbert's grupo empresarial and the port commissioner goes beyond familial association. In fact, Luebbert's partner Fernando Martinez Tirado took an active role in Ernesto Gutierrez Jr.'s election in 2024 with a generous $5,000 contribution.

In order for the item to have appeared on the agenda it would have to be approved by Guerra and Port CEO and Director William Dietrich. Or was Guerra ignorant of what he was approving? You can't have it both ways.

So, despite the protests of Port chairman Esteban Guerra that the port was not in anyway involved in the transit of stolen Mexican crude oil mislabeled as "waste" or "recycled" oil, the facts appear to suggest otherwise. Thou dost protest too much, commissioner Steve.

Steve Guerra has told his inner-circle that he will announce for County Judge in June. This is all a plot by the Eddie Treviño camp to discredit Steve Guerra. If anything, these actions at the port reflect wrongdoing by Ernesto Gutierrez. Why go after Steve? Eddie Treviño is running scared.

They were corrupt on that side and will be corrupt on this side of the border. They do not understand that on the U. S. Side things are handled differently than in Mexico. It will be a matter of time before those elected officials who migrated from Mexico to escape the violence of the cartels, which is ironic because they work for them, will be facing the law for their actions.
