A fly on the wall of the main office of the Brownsville Independent School District has informed us that a Texas Rangers met with district superintendent Esperanza Zendejas at her office Thursday amid allegations of wrongdoing at the Food and Nutrition Service department.
The visit reportedly lasted from about 2 to 2:45 p.m.
Even before the apparent suicide of BISD FNS director Silverio Capistran, there has been talk that things were not going well there and that potential criminal acts involving contracts for food, furniture and advertising services were being perpetrated.
One anonymous source said that an audit of the department had found between $100,000 to $140,000 unaccounted for in the department.
The district's administration had placed Capistran on paid administrative leave January 25 pending an investigation into the department.
The suspension followed a BISD advisory to parents where it was revealed that the district had detected a batch of spoiled barbacoa meat served in the district's cafeterias this past November 2015. BISD said it had discontinued the purchase of meat processed in Mexico.
SO far, no one has been charged with any wrongdoing in the meat incident or the purchasing practices in the department.

That is nothing Juan.....tell the Rangers to look at purchasing director Peña....she is as corrupt as they come....you have to pay if you want to play with her. She needs to go to jail.
There are several administrators in BISD who should be investigated for their corruption or for turning their heads to corruption in the district. Where there is a lot of money being managed by elected or appointed people who are corrupt. It is a corrupt system and has been for years. There needs to be some oversight for school districts. Too many problems and too many people stealing tax payers money.

There are problems with nsurance but wat is called insurance gate is not one of them. They followed proper procedure. The agent who submitted thT other offer got a relative fired.

Also isn't she the one that changed the FNS menu to Barbacoa and told everyone in the district she was doing it? She's elected vendor. Also the soccor turf contract was only approved by Dr. Zendejas for Joe Rodriguez and mr Lucio Mendoza didn't approve it and got moved cause he knew it was wrong. Is Dr. Zendejas wheeling and dealing with board members Joe Rodriguez, Cesar Lopez,, CHIRINOS, Baltazar Salazar., the fireman, Elizondo to keep her job and to bring in her friends as consultants. They should look at all the consultants she has brought in without going through proper procedures. How about Joe Rodriguez and Baltazar Salazar hiring lawyers left and right and causing more litigation than ever and getting paid big bucks. How about mr. Raul Arteaga and the 1.2 million they over paid in restroom construction never investigated after it was reported. How. About Mr. White more and Mr. Lucio Mendoza buying cleaning product that can't be used around kids and other items still in stock just wasting away. Now they go to FNS and overstock by purchasing quantities of bags, plastic wrappers, paper trays, etc. to the tune of 1.3 million from Graphik spot. Que Chulada. Estan mamando chiche and they won't let go. Follow the money trail.
Isn't BISD investigating FNS? Shouldn't they allow the FEDS or Texas Rangers to do it? Are they doing the investigation to see how much the staff knows to see if they can cover it up and just blame Capistran? What a web they weave.

Thanks for clearing up the insurance gate mess. Apparently, the information out there is incorrect. The rumors are that the CFO extended the contract with the current carrier and that lady in charge of the insurance department was reassigned.
Has anybody figured out why Jaime Escobedo was the one who found Capistran along with his brother, who both have supposedly committed suicide? Why did Jaime call Linda Salazar before the police? There has be a connection and pay back for that bad meat from a company in Mexico owned by cartel members?
Folks lets be real, BISD Budget is over $500 million dollars annually, that's a lot of cash so don't think for one second that folks within the system have figured out ways to make a little extra on the side, food, insurance, purchasing dept repairs, auto parts, hmm and the list goes on and on. hey just look over at the county tax office, a little it more for the reindeer, a little bit more for santa claus, you got Toyota. That's how BISD rolls baby.
