DEMOCRACY (AND HONEST PUBLIC SERVICE) DIE IN DARKNESS

Come February 1, members appointed to boards which require reporting of their personal finances to serve will no longer conduct their meetings without public scrutiny.

These boards, such as the Greater Brownsville Incentive Corporation (GBIC), the Brownsville Community Improvement Corporation (BCIC), the Brownsville Planning and Zoning Commission (P and Z), the Brownsville Zoning Board of Adjustment, the Brownsville Public Utilities Board (BPUB), and the Brownsville Building and Standards Commission, had been operating in relative obscurity even though their deliberations and decisions affect public policy, the public treasury, and the cost to city residents.

Whether it's utility rates(PUB), residential and commercial construction (P and Z) , building permits,  and the outlay of the annual $5.5 million doled out for incentives to attract industry to the GBIC and for quality of life projects to the BCIC, their decisions affect all city residents one way or naother. And up to now, they have been acting in silos far removed from public scrutiny.

As a result, we had the Tenaska Fiasco where – through a Memorandum of Understanding kept secret by the participants – utility rates were hiked to raise money to fund the bonds to build a $500 million gas-fueled electric plant that never came about. Their deliberations were mostly kept under wraps and for three years after the 2017 formal and unilateral withdrawal by Tenaska from the project, utility rates were kept artificially high...and the residents in the dark. 

Would it have been different if citizens had been able to obtain the facts and watch the PUB members in action (or inaction)? 

And what about the GBIC and its then-CEO and now city manager Helen Ramirez allowing companies to get $100,000s in incentives to space-related companies and ignoring their due diligence relying on the companies' self reporting on their track records and bona fides that resulted in one company getting $500,00 without generating one job for local residents?

And would the P and Z have rejected a request from the GBIC to rezone properties to establish a steel plant  in an industrial park and instead steering it toward the Port of Brownsville where some board members had personal interests and properties? As a result, the city lost a doubling of its tax rate and 600 well-paying jobs to Sinton, which welcomed them with open arms.

And would the board of the BCIC had handed out cash bundles between $5,000 to $200,000 like Halloween candy to a select coterie of cronies and current and former city officials and their families and making up the rules as they go along if their actions were broadcast to the general public? 

"One of the things we talked about was having more transparency and I know this commission is very big on that," said commissioner Roy De los Santos, who along Bryan Martinez, placed the item on the agenda. "We have also heard from the citizens also that they would  like to see the meetings of the boards online."        

A unanimous city commission then decided that "it is in the best interest and good governance of the City to require the broadcasting of certain board and commission meetings live and make the recordings of those meetings available to the public as quickly as the technology is used for the live broadcast will allow."

However, the members of those boards still have a small window of opportunity to continue their mischief until February 1, 2024 before their every action will be broadcast for the public to see and to judge for themselves whether the boards are serving in the people's interest, or protecting their own and their friends' interests as some have and continue to do.

My opinion on global warming and/or climate change as being controllable by humans is unchanged. If humans had not overpopulated, other species would have. Warming is inevitable if CO2 or greenhouse gases are the culprit. Life itself is composed of carbon chemicals and is the source of pollution, whether from living or dead organisms. Intelligent life will either find a way to tolerate what life produces or move to another site. All animal life produces carbon.

Plants only produce oxygen in daylight; at night, in winter and in death they produce CO2 and other forms of carbon. It is from CO2 that we get oxygen….we can’t have one without the other. The only effective way to eliminate human polluting activity efficiently is to reduce the number of humans significantly. This requires either some form of birth control, murder/war or abstinence. We are learning lessons in birth control while population rates of increase are slowing and will possibly begin decline in another century.

Until we reduce our human population our most likely procedure must be adaptation to climate change while doing what is practical and economically feasible to slow pollution a bit. Most presently recommended practices are not economically feasible.

In Brownsville, pessimism is an unfortunate reality. Will it do any good to have these meetings made public ? It probably will make good tv and a viable source for gossip. But in this town, even when dubious/ shady events are exposed, nothing is done. The proper authorities turn a blind eye and life goes on( as corrupt as it may be). I’ll give you an example: the famous public comment section at the city commission meetings.( thats when the Brownsville citizenship was given the opportunity to give their opinion/ criticism of pressing issues at hand) At first they were allowed, then suddenly they were slowly fazed out and finally completely removed. Why the censorship and or fear of the citizens getting involved?? Strange but true. And now with this new law being implemented, although welcomed , will it really help in putting an end to the shenanigans and rampant corruption( as reported in so many stories/rumors) put forth by these entities : (BCIC,GBIC,PUB, COB ,BISD ETC)???? Only time will tell.

COVID WARNINGS

Many hospitals in Texas are now at over 50% Covid patients. I know of people in ICU and isolated at home. Some hospitals are requiring family members bring their own KN95 masks if they want to visit their loved ones. They are preparing for the surge. No one is going to speak the truth on this issue because it will cost them votes. People need to learn what is happening before it is too late.

The perks of being the downtown commissioner. His wife gets free parking for her new business at Ramiro's place. All she has to do is hang the commissioner's window tag and she gets to park her Honda with mexican license plates in the commissioners only parking spot. I wonder if other business owners can do the same.

12:10 don't know where you have been but public comment period continues at Brownsville city commission meetings. The comment period goes live and recordings are on youtube. Ask crazy yolanda, she is the first one up at every meeting. Some only log in for the comment period to get a good laugh.

Democracy ? What democracy?? Our Democracy has been taking a beating as of late. Its all about MONEY ,POWER ,AND VOTES. And the votes seem to be the most important, cause if you get the votes , you stay in power and if you stay in power you GET THE MONEY$$$$. How times( along with the values and morals) have changed for the worse. What a shame !!!

JUAN not to worry nothing will change, from now to Feb 2024 they will raid these agencies for as much free money as they can and PUB will never be made to pay back all the cash they stole from the public, lets be honest. I dont like to vote for a republican candidate but if one runs for the DA spot in November 2024 Remember when Tony Garza ran and won for Cameron county judge, mmm history can repeat itself. I will hold my nose and vote for a republican, we deserve a change, everyone knows our current DA luis saenz aint worth a shit. Luis time to retire y el tony yzaguirre tambien, tan tan. chon

Commissioner Roy, good job thank you. Can you please take down your rainbow colors during city commission meetings? You are a good guy that asks the hard questions no one dares to ask, but no need to push your personal beliefs during the meetings.
